Such a common household device as a garbage chute has existed in Moscow for over 60 years, and up to 80% of the capital's houses are equipped with them. However, in recent times in many high-rise buildings, they began to be brewed at the initiative of the residents themselves. The RIAMO correspondent found out how the presence of garbage chutes is combined with the introduction of separate waste collection, and whether Muscovites are ready to give up this good of civilization for the sake of sorting garbage.

From the apartment to the entrance

Garbage chutes appeared in Moscow in the 50s of the last century in connection with the mass multi-storey buildings and the desire to increase the comfort of the population - it became inconvenient for the residents of high-rise buildings to take garbage out into the street. Then they came up with garbage mines to be able to remove garbage from each floor of the building.

According to the press service of the Department of Housing and Public Utilities and Improvement of Moscow, in the capital, the first garbage chutes appeared in 1952 in "stalinkas", and since 1958 they began to be installed in all buildings over 5 floors. Old-time Muscovites still remember the times when garbage chutes were located right in the apartment: the loading valve was mounted in the kitchen near the sewer riser or in the corridor. But still, the trunks of the garbage chutes were mostly located on the staircases. They were made of VT9 grade asbestos-cement pipes.

In houses built after 2002, instead of asbestos-cement pipes, they began to use environmentally friendly three-layer garbage chute trunks made of metal, and they also began to install a special device for cleaning, washing and disinfecting the inner surface of the garbage chute shaft.

According to the press service of the Housing and Utilities Department, as of January 1, 2019, more than 33 thousand apartment buildings (MKD) were equipped with garbage chutes in Moscow, which is more than 80% of the total number of residential buildings.

Why refuse chutes are welded

Today, garbage chutes - once a blessing of city life - are increasingly being brewed at the initiative of the residents themselves as sources of discomfort and unsanitary conditions.

In some new buildings and houses of the secondary fund, general meetings of owners are held and buckets of garbage chutes are welded. The reasons for this are often the following: dirt around the loading valves; unpleasant smell and noise from discarded bottles and other large objects; blockages due to bulky waste, bags with construction waste; the risk of fire; the danger of insects and rodents in the house.

Garbage chute is not a hindrance to sorting

As noted in the press service of the Moscow Housing and Utilities Department, the system for handling solid municipal waste (MSW) and cleaning the residential sector does not depend on the presence of in-house garbage chutes and garbage chambers.

“The accumulation of MSW can be carried out different ways, with the use of separate collection and without it, with the presence of in-house infrastructure and without it. In any case, the technological cycle of MSW handling inside an apartment building ends with their accumulation in containers various designs and subsequent transportation to waste management facilities, ”the press service explained to RIAMO.

According to Leonid Khazanov, an engineer-geoecologist, the local authorities are unlikely to agree to weld waste chutes everywhere in the Moscow region, because this would violate the rights of owners.

Khazanov believes that, most likely, during the formation of the RNO system, which was postponed for a year in Moscow, it will coexist with garbage chutes, at least at the initial stage. In the future, proposals for welding garbage chutes can be submitted to general meetings of owners, or it will be proposed to use them only for one type of household waste, for example, organic matter.

So, in a number of European countries, in particular in Germany, where waste sorting has been working for a long time, in multi-storey buildings, garbage chutes have several shafts and loading valves for different types garbage.

“I think it will take us 4-7 years to fully switch to separate waste collection, although perhaps less - it all depends on the choice of regional operators, the size of their fleet, the number of processing plants,” Khazanov added.

According to his calculations, due to the construction of new waste processing plants instead of old landfills, the volume of waste processing in the Moscow region may increase to 60-70%. “In fact, we are talking about creating a real recycling industry in the Moscow region,” he said.

Stone Age or Convenience?

For their part, Muscovites interviewed by RIAMO admitted that they are used to garbage chutes, but it is not so difficult to abandon them.

If such an agreement exists, then the maintenance of the garbage chute is the prerogative of the management company. By the way, according to the law, the management company is given exactly one day to eliminate malfunctions associated with the device, as well as to eliminate blockages in it.

Rules for using the garbage chute

Purely, as you know, where there is no litter. Therefore, it is enough to follow the simple rules for using a garbage chute in an apartment building so that it does not become a trash heap in the stairwell and a headache for all residents:

  • Do not throw bulky waste into the device that could clog it.
  • Place garbage in a special bag or other container before sending it to the receiver.
  • Do not pour out liquid waste.
  • Do not throw burning or smoldering objects that could result in a fire.

Garbage chute and the letter of the law

A number of legal problems are associated with this device due to the fact that there is no single law governing the arrangement, functioning and elimination of this comfort indicator. One of the current SNiPs responsible for the garbage chute in an apartment building is a document adopted on January 31, 2013. But even with it, everything is not completely clear, since it was subjected to a number of revisions:

  • In its original form (2011), a waste bin was required in houses specially built for disabled people and retirees. The issue with other residential buildings was on the conscience of the city authorities.
  • In the final form (2016) of the SNiP, it is said that a garbage chute is mandatory in homes for disabled people and pensioners above two floors, as well as in other residential buildings more than five floors high.

But even here there is a clarification on the same SNiP. The developer may not install a waste receiver in a residential building if the daily removal of solid waste (municipal solid waste) from containers installed in the local area is organized. It must be said that this alternative is also supported by Rosstandart.

Is it possible to preserve the bin?

If homeowners are against the garbage chute at the entrance, then the problem is solved radically - hatches on all floors are simply welded. The reason is unsanitary conditions, high cost of use, and so on.

However, the procedure for preserving the waste bin at the entrance has a number of nuances:

  • Even one tenant can act as an initiator. But his proposal must be supported by at least 1/2 of the homeowners in this house.
  • Without the consent of other residents, no one has the right to seek the closure of the hatch, even on their own floor.
  • Another important point. Regardless of whether the waste bin will be brewed on one staircase or in the entire entrance, all residents of the house are invited to make a common decision.

How to close a garbage chute?

The problem is solved in the following way:

  1. Inclusion of the issue of conservation of the garbage chute in the agenda of the meeting of residents.
  2. Each owner must sign for the fact that he was invited to the meeting, that he is aware of the discussed problem.
  3. A documentary solution to the issue of introducing an alternative - street containers (a special site was allocated, the tanks themselves were purchased and delivered, an agreement was concluded with the appropriate company for the removal of waste, etc.).

The opposite case is also relevant, when the garbage chute becomes again necessary for residents. However, restoring it to work is not an easy process. Otherwise, the problem is resolved through the courts.

For the judicial system to start considering the case, a decision of the homeowners is required, signed by at least half of all residents. As practice shows, the claim is most often satisfied in such cases:

  1. The plaintiffs are pensioners and disabled people.
  2. The closure of the garbage chute was temporary (for example, during the cosmetic repair of the entrance), but after the completion of the work, its functionality was not restored.
  3. Instead of removing the blockage, the UK simply chose to weld the hatches.
  4. The procedure for the conservation of the waste container was carried out with violations.

A garbage chute is a useful device if residents follow the rules for using it, and the management company is conscientiously engaged in maintenance. Otherwise, apartment owners may advocate for its conservation.

In Soviet times, living in a house with a garbage chute on the floor was revered for happiness. The ability to dispose of waste without leaving the entrance was considered an additional convenience that the progress of civilization provided. Today in Russia, according to the standards provided for developers, every apartment building erected in our country simply must have a garbage chute. Only now the people are often not happy with this idea. In many new buildings, at tenant meetings, decisions are made to weld “windows” for waste disposal and never use them again.

pros

Almost any convenience in the entire history of development modern society was a product of human laziness. In order not to run to the well for water, we invented a water supply system, when we got tired of walking, we invented a bicycle, when we were tired of sweeping an apartment with brooms, we invented a vacuum cleaner. So it is with the garbage chute. When a person got tired of running out of the apartment almost every day with a bag full of waste, he found a way to shorten the distance from the door of his home to the place of discharge.

This is how the garbage chute appeared. Consequently, its main plus is convenience. Instead of being in winter time years to put on warm clothes and shoes, wait for an elevator, run 20, or even 100 meters from home to containers with garbage to throw out this unfortunate bag, now you just need to go to the staircase, go to the garbage chute, open the container, throw out the bag , close and go back to your favorite chair in front of the TV.

In many ways, a plus adjacent to "convenience" may be the availability of this method to get rid of garbage. Do not forget that in addition to outright lazy people, it is a real boon for people with limited mobility. These include people with reduced mobility. Now a lot of attention is paid to the creation of a barrier-free environment. So the garbage chute is one of the ways to make their life easier. One of the main disadvantages of a garbage chute is dirt. Often, the "windows" with containers for garbage disposal are too small and part of the sewage is not dumped into the garbage chute itself, but next to it. No one is in a hurry to clean up after themselves at the "latrine", preferring to leave it to the communal workers. Also in the garbage chute there are often congestions in which waste accumulates. And the garbage bin itself, which is located on the first floor, can hardly be called a clean place.

The third minus is the noise generated by waste flying down at a great speed. Yes, you can hear them differently than in houses where garbage chutes with a conclusion to each apartment are still preserved. But in the rooms located near the passing waste pipe, from time to time you can hear someone from above throwing out another bag of sewage.

Is it possible to weld a garbage chute and how to do it?

What to do if you nevertheless decided to abandon this controversial blessing of civilization, but do not know how to obtain permission to weld all the containers leading to the garbage chute in your entrance, because an individual refusal will not solve the problem.

The decision to "seal" the garbage chute should be taken exclusively by the residents of an apartment building and cannot in any way be imposed by the operating organization or anyone else. If you have a garbage chute in your house, and you and a large number of residents want to refuse to use it, you need to put this issue to a vote during the next meeting of residents. If your initiative finds the support of at least two-thirds of your neighbors, consider that the job is done. All that remains is to send an application for welding "windows" for collecting garbage on the floors in housing and communal services, and they will gladly give up the need to control the daily garbage collection from your entrances, as well as periodic disinfection of the garbage chute itself.

The reverse logic is also true. Often today, when you enter a new building, the garbage chute is welded, and the management organization refuses to start using it. Please be aware that such actions are illegal. To change the situation, it is enough just to vote for "depressurization" of the garbage chute. This requirement must be sent to the organization, which will be obliged to fulfill your decision, taking upon itself not only the obligation to open the "windows", but also to ensure the constant removal of garbage and maintain cleanliness in the chute.

By the way, the procedure for disinfecting the garbage chute should be carried out at least once a month. And they must pick up garbage from the basement every day. Schedule shifts may be due to holidays or weekends. As for complaints, all such issues should be addressed to the State Housing Inspectorate of Moscow. It is she who monitors the correct operation of apartment buildings, including compliance with sanitary standards and rules in this area.

In accordance with Art. 36 of the RF LCD, common property in apartment buildings includes premises that are not part of apartments and are intended to serve more than one room, including inter-apartment staircases, staircases, elevators, elevator and other shafts, corridors, technical floors, attics, basements, in which there are utilities, other equipment serving more than one room in the house (technical basements), as well as roofs that enclose the load-bearing and non-load-bearing structures of the house, mechanical, electrical, sanitary and other equipment located in the house outside or inside the premises and serving more than one room, land plot, on which the house is located, with elements of landscaping and improvement and other objects intended for the maintenance, operation and improvement of the house, located on the specified land plot.

Taking into account the provisions of Part 1 of Art. 36 LC RF, p. 2, p. "D" clause 11 of the Rules for the maintenance of common property in an apartment building, approved by the Decree of the Government of the Russian Federation of 13.08.2006, No. 491, clause 1.8, clause 3.7, clause 5.9 of the Rules and norms for the technical operation of the housing stock, approved by the Resolution of the State Construction Committee RF of 27.09.2003, No. 170, garbage chutes are an integral part of the common property of apartment buildingsas sanitary equipment located in an apartment building.

By virtue of Part 1 of Art. 44 of the RF LCD, the management body of an apartment building is the general meeting of owners of premises in an apartment building.

The procedure for holding such a meeting is regulated by Art. 45-48 ZhK RF, namely:

  • an extraordinary general meeting of owners of premises in an apartment building may be convened at the initiative of any of these owners;
  • the general meeting of owners of premises in an apartment building is legally competent (has a quorum) if the owners of premises in this building or their representatives who have more than fifty percent of the votes of the total number of votes have taken part in it;
  • the owner, on whose initiative a general meeting of owners of premises in an apartment building is convened, is obliged to inform the owners of premises in this building about the holding of such a meeting no later than ten days before the date of its holding;
  • the notice of holding a general meeting of owners of premises in an apartment building must contain: information about the person on whose initiative this meeting is convened; the form of this meeting; date, place, time of this meeting, or in the case of holding this meeting in the form of absentee voting, the deadline for receiving decisions of the owners on issues put to a vote, and the place or address where such decisions should be submitted; the agenda of the meeting; the procedure for familiarization with the information and (or) materials that will be presented at this meeting, and the place or address where they can be viewed;
  • decisions of the general meeting of owners of premises in an apartment building are drawn up in protocols in the manner established by the general meeting of owners of premises in this building;
  • the general meeting of owners of premises in an apartment building is not entitled to make decisions on issues not included in the agenda of this meeting, as well as to change the agenda of this meeting.

For the conservation of the garbage chute, it is necessary to hold a general meeting of the owners of the premises. To make a decision, it is necessary to gain a simple majority of votes of the owners (if there is a quorum).

The general meeting of owners, when deciding on the conservation of refuse chutes, should take into account two important circumstances:

  1. Based on clause 2.1.3, clause 2.2, clause 2.2.3 SanPiN 42-128-4690-88. "Sanitary rules for the maintenance of the territories of populated areas", clause 2.13 of SNiP 2.07.01-89 "Urban planning. Planning and development of urban and rural settlements ”and p. 3.7.6. Of the Rules and Norms for the Technical Operation of the Housing Stock, approved by the Resolution of the State Construction Committee of the Russian Federation of September 27, 2003 No. 170, if there is no garbage chute (or it does not work), then a container site must be equipped. The container area should be open, with a waterproof coating (concrete, asphalt) and preferably surrounded by green spaces. The sites for the installation of containers should be removed from residential buildings, children's institutions, sports grounds and from places of recreation of the population at a distance of at least 20 m, but not more than 100 m.That is, before welding a garbage chute, it is necessary to equip a container platform.
  2. If a apartment house pays for the maintenance and repair of common property according to the so-called "municipal tariff", then it is different for houses equipped with a garbage chute and for houses not equipped, or with inoperative garbage chutes. That is, after the decision is made to mothball the waste chute, it is necessary to revise the tariff. For example, in Yekaterinburg, the tariffs are as follows:

  3. In order to de-mothball garbage chutes, it is important to observe the following condition: the availability of equipped access roads for the garbage truck to the garbage chambers (with the possibility of turning or driving through the yard).

Note: Currently, in Yekaterinburg and throughout Russia, there is a tendency for owners to refuse to use garbage chutes.

This is due to several reasons:

  • the structure of the garbage has changed. Modern trash (and this is mainly packaging) does not fit into the access hatch and the trunk of the garbage chute (which were designed according to GOSTs and SNiPs of Soviet times); the amount of garbage itself has increased significantly;
  • low culture of the inhabitants. They try to throw it into the chute christmas trees, boxes from under household appliances and furniture, broken skis and other bulky debris. Sometimes they even throw away liquid household waste (soups, pickles, etc.) that emit an unpleasant odor;
  • shortage of personnel. There are fewer and fewer workers willing to service waste chutes for a relatively small fee;
  • proper maintenance of a garbage chute requires a certain engineering infrastructure and costs for its maintenance - garbage chambers must be heated, must be supplied with water supply and sewerage for washing the container, the trunk and the garbage chamber itself. It is also necessary to systematically do its disinfection treatment.
