How to properly dispose of construction waste. What is construction waste and where to take it out so as not to get a fine Where to take out construction waste

I decided to remind the readers of the basic principles of household dehlamization.

Rubbish trash can strife

First of all, you need to remember once and for all that garbage is divided into different types. There is a separate city dump for each type. Ordinary small household waste (things or food waste) can be thrown into standard bins in every yard. However, when it comes to old technique, pieces of furniture, plumbing, then this is already solid household waste. The so-called "bunkers" are provided for them in the regions. In Moscow, you can find out about the location of the bunker in your area at the local government or at your management company.

The basics of dehlamization: how to properly store things in the countryThe capricious and unstable early spring weather does not frighten the Russian private "farmers" who are already rubbing their hands over the seedlings growing in the trays with might and main and, of course, stocking up another batch of very "necessary" things for transportation to the dacha. The site "RIA Real Estate" conducted a survey among experienced summer residents and collected several useful tips about how not to turn a house and land plot into a repository of unnecessary things.

As for construction waste (old tiles, plaster, glass, finishing elements), it is strictly forbidden to throw it into standard bins for household waste or into a bunker, experts from the State budget institution of the city of Moscow "Resident of the Akademichesky District". For violation of the rules for waste disposal, a fine is provided.

Those who independently decided to ship bulky waste to the city dump can also fall into the trap. Firstly, you need to know which dump you need to take out this or that garbage, and secondly, for this you need to have a special license, otherwise you will simply not be allowed there.

Well, the removal of construction waste is exclusively the work of the owners themselves. In any case, this will have to be done at your own expense. Although near new buildings that are in the process of settling, many developers put a construction bunker at the request of apartment buyers.

Furniture goodbye

There are several ways to get rid of old furniture. If the furniture is in good condition and it is a pity to throw it away, then you should try to sell it through services like Avito.ru. However, you need to be careful, now more and more scammers are operating through such sites, who offer to make payments to the card through the terminal, having previously informed them of certain data of your card. In no case do not agree to such conditions, no matter how much you want to sell.

If you need to remove the old furniture promptly, and its safety is not important to you, then you can resort to the help of special companies, such as "Export Trash.ru". However, here you will have to spend money. For example, the delivery of a car and the work of loaders will cost the specified company 2.5 thousand rubles, plus, for example, the removal of two cabinets will add another 2 thousand rubles to the check. But in general, each piece of furniture is evaluated separately, somewhere it is 500, somewhere 800 rubles. In addition, prices may vary depending on the area of \u200b\u200bthe city or floor, the availability of an elevator.

And the owners need to be prepared for the fact that the furniture will simply be broken. That is, such companies do not sell or give away, but simply take out the items. Their fate is no longer in your power.

Household quest: 3 exciting stories of solving everyday problemsStrikingly, sometimes the most trivial economic and communal problems, for example, removing old furniture from an apartment or obtaining a key to a mailbox, can turn into an adventure worthy of Zoshchenko's stories. The site "RIA Real Estate" continues to collect folk stories of everyday troubles.

But the residents of Moscow (and soon the residents of St. Petersburg) have an excellent opportunity not only to take out old furniture or other unnecessary items for free, but also to receive a reward, albeit symbolic, for this. This service is provided by the "Landfill" project - a flea market on the contrary. The authors of the project estimate the size of the cash bonus by the size of the trash heap. For example, a large bag of dishes is estimated at 100 rubles, says the founder of Svalka Alexei Barinsky. However, the company warns that their logisticians do not provide services for dismantling plumbing or cleaning up an apartment after renovation. They come and pick up the already prepared things. If for some reason it is difficult for the owner to disassemble the large-sized furniture himself, then the employees of the "Dump" are ready to help with this, but for a separate fee within the range of 300-700 rubles.

Clean construction

It is possible to take out construction waste with a Gazelle, if there is not so much of it and with it it is planned to take out old furniture as well. But with complex repairs, if it is planned to export heavy building materials (plaster, concrete, bricks), you will have to order a container for 8 cubic meters.

In Moscow, ordering a Gazelle with the services of loaders will cost 4.7 thousand rubles. Such prices are called in the company "EcoStroyService". But a construction container for 8 cubic meters will cost 3.5 thousand rubles.

A warning to the owners: a construction container can stand in the yard for only 2 hours, by this time it will be necessary to empty the garbage to the entrance at the right time, or additionally order the services of loaders.

After any major overhaul, as a rule, a large amount of construction waste remains. What should the owner of the apartment do in this case and how should the removal of construction waste after repair be carried out from the point of view of legislation? Also, this problem can arise when moving from one place to another, when a person gets rid of unnecessary things.

Construction waste - what is it?

Construction waste during repair includes the following materials:

  • fragments of brick, concrete, plaster, cement bags;
  • pieces of wood, frames, doors;
  • wallpaper scraps, tiles;
  • containers from paints, putty, building mixtures, glue.

In addition, it can be divided into categories:

  • The primary remainder of building materials, mainly of overall dimensions, appears during dismantling work.
  • Immediate residue during construction work.
  • Waste finishing materials and containers.

Depending on the repair itself, one of the items may be missing.

What should the owner of the apartment do?

According to the new version of Federal Law No. 458-FZ, all persons who collected and disposed of waste must obtain a license to carry out their activities. From July 2016, collection and disposal of waste is prohibited.

In addition, according to SanPiN 42-128-4690-88, waste after repair and construction is transported by transport only to certain areas provided for this. Non-utilized waste from enterprises is transported to special facilities for neutralization and burial. That is, if earlier it was possible to hire a car and take out any waste to a landfill, now it is forbidden to do so.

From January 2018, it is planned to hold auctions, on the basis of which prices for waste disposal will be formed (Government Decree No. 1280 dated 20.10.2017). Also, the basic rules for waste disposal are spelled out in Federal Law No. 89-FZ.

All residents of high-rise buildings and the private sector were obliged to sign contracts for the removal of solid municipal waste. Only a licensed company can provide such services.

The government obliged the relevant structures to develop new programs for the operation of waste processing enterprises and to tighten control over the unauthorized disposal of waste without obtaining a special permit specifying the place of delivery.

First of all, what the owner of the apartment needs to do is to contact your Management company and find out if she has entered into an agreement with a company specializing in the removal of construction residues and having the appropriate transport for loading, containers for storing and storing residues, a package of permits.

If a contract exists, then you can have a container installed at the appointed time or special vehicles can be fitted. In this case, for a small fee, the company will complete the entire list of works that will meet the requirements of the Legislation.

How to dispose of garbage after repair yourself?

You can use the developer's container if a residential building or other object is being built nearby. This option is feasible if the volume of waste is small. New untouched materials for decoration can be tried to be returned to the store or sold by placing an advertisement in the newspaper.

In large metropolitan areas, the Dump project is operating, where old furniture, unnecessary things are accepted, and they can still pay a small sum of money.

Fines for arbitrarily discarded garbage

A citizen who has made a repair can take the remains to the permitted landfills himself, but there are many nuances that in the end the whole procedure becomes completely unprofitable. In addition, some leftovers from construction waste: paper, metal, plastic, landfills will not be accepted from 2018. This is due to the expansion of the recycling program.

According to Art. 8.1 of the Code of Administrative Offenses of the Russian Federation, when unloading waste in unauthorized places due to violations of environmental requirements, this citizen is imposed fines of up to two thousand rubles for ordinary citizens, with the obligatory removal of the exported residues within a strictly defined period.

Legal entities will have to pay a fine from twenty to one hundred thousand rubles. The amount may differ depending on the region. If the conditions are not met, an additional penalty will be charged.

As you can see, due to the deterioration of the environmental situation in almost all regions of Russia, the state at the legislative level regulates and controls the export of all types of waste and their processing.

Traditionally, summer is not only a season beach holiday, but also renovation of apartments, houses and facades. After the apartment "shone" with new wallpaper, and the "extra" piece of the wall has turned into a brick crumb, construction waste must be disposed of. Most Primorye residents do it wrong, risking a fine for non-compliance with environmental requirements. Experts remind that construction waste cannot be thrown into a regular street container or garbage chute, and management companies are not obliged to remove construction waste and old household appliances... This was reported by "Primorskaya Gazeta" with reference to the press service of the Vladivostok administration.

How not to do it?
The expert of the school of housing education "Administrator" Roman Ershov explained what and where to dispose of in Primorye, and also told how much it costs.

- Most of the residents of apartment buildings leave construction waste on the site and leave. Such actions are prohibited by article 8.1. Of the Code of Administrative Offenses of the Russian Federation "Failure to comply with environmental requirements in the implementation of urban planning activities and the operation of enterprises, structures or other facilities," the expert noted and recalled that construction waste belongs to the category of bulky waste, therefore, all waste generated during repairs is subject only to specialized removal and recycling.

The management company or TSN / ZhSK are obliged to ensure the timely removal of solid household wasteand it is the owners' responsibility to take out the construction waste. It must not be disposed of in household waste bins. Within the framework of housing legislation, this is strictly prohibited, and serious fines and penalties are envisaged for violation.

What is the penalty for improper disposal of construction waste?
If the townspeople leave their construction waste next to garbage cans, they face a fine of up to 2 thousand rubles for individuals. Officials will pay up to 5 thousand rubles, organizations will have to fork out for 100 thousand rubles. Dumping construction waste in the wrong place (near water bodies, forests, along roads) is punished even more seriously: the fine for officials and organizations is up to 30 thousand and 200 thousand rubles, respectively. Fines are issued by the administrative-territorial commissions of Vladivostok. Household waste is removed by special vehicles that are not designed for the transportation of construction waste.

Where to take construction waste in Vladivostok?
The first option is to take out the construction waste yourself. It is necessary to collect it in bags, most conveniently polypropylene bags, and take it to the industrial site of the MUPV "Spetszavod No. 1". It is located at 1 Kholmistaya Street and works daily without lunch breaks from 8:00 to 19:30. You have to pay for the delivery of the waste: the cost of 1 (one) ton of the delivered construction waste is 607.53 rubles. Calculation is done on site.

The second option is to order and pay for a car for the removal of construction waste. There is a large list of such organizations on the Internet.

The third option - if the repair is done by a construction company, then you can conclude a garbage disposal contract with it and pay for an additional service to this organization.

If a person lives in a private house, then it is necessary to organize the removal and disposal through specialized organization... For an unauthorized dump, the law provides for administrative liability.

What can be disposed of in house bins?
Conventional garbage containers intended for collection of household waste: food, waste paper, glass, clothing, footwear, wood and plastic.

It is strictly forbidden to throw out construction waste: broken brick, concrete waste, waste from demolishing walls, dismantling roofs, supports and foundations, reinforced concrete and other waste of repair and reconstruction. Old car parts and tires, paints, varnishes cannot be stored in a container.

Household and electronic appliances that have served the owners are taken by special teams for further disposal. All this rubbish is classified as bulky.

Until recently, recycling of construction waste consisted of loading construction waste into garbage trucks, followed by disposal of the waste to a landfill. Construction waste generates over 300 million tonnes of waste per year from construction and demolition work, so the construction business has a huge impact on the environment. However, with rising costs and increasing environmental standards that require waste to be disposed of properly, recycling of construction waste has become more than a necessity; it brings significant economic benefits to contractors.

What is construction waste

Waste from construction and demolition can consist of drywall, timber, metals, plastics, masonry materials, stone, clay, cardboard and others. The most commonly recycled material remains metal, while timber remains the largest contributor to local landfills. Construction waste accounts for over twenty percent of the landfill waste stream, although virtually all of the construction waste can be reused or recycled.

Why recycle building materials

And although at first glance it may seem that recycling is the best solution for environmentthan disposal, there are perhaps more compelling reasons for reuse or recycling construction waste. The point is that the reuse and recycling of construction waste reduces costs and the overall project cost. Many landfills that include debris recycling as part of an industrial structure have free and preferential recycling programs. Thus, some waste collection companies can travel to the construction site for free to collect and remove recyclable waste. Some of them may pay a contractor for debris as they receive exclusive recycling privileges from the municipality.

As the green movement continues to grow and develop, more and more consumers are demanding that contractors participate in green programs and use environmentally friendly construction methods. This means that materials left over from construction, demolition or renovation can be recycled or reused. The process can entail recycling lumber, windows, light fixtures, recycling paint, sanded drywall, and some materials can be used to fertilize the soil. Provided that a building is properly dismantled, all demolition debris that can be reused, disposed of or recycled can be identified and appropriately collected to improve cost efficiency and expand the supply of natural resources.

The two most suitable resources for finding companies that specialize in the disposal and recycling of construction waste are the newspaper and the Internet.

Cost and investment efficiency

As construction and demolition takes place in stages, the costs associated with the associated disposal of construction waste can be easily managed. Firms that specialize in the recycling of construction waste can provide a construction site with a team of specialists who will deal with the disposal of construction waste on the construction site for each stage of the work. This is a simple procedure that will shorten the time for sorting waste.

You just need to change your point of view. When materials left over from a construction project, or materials generated from demolition, are treated as waste, recycling becomes a necessity for almost every builder. By viewing waste as products that can have a second life through recycling or reuse, waste disposal becomes a source of income and reduces construction and demolition costs.

Apartment renovation is an expensive and troublesome business. Its implementation is complicated by construction waste, which is generated in abundance during various repair and finishing operations. It is impossible to get rid of it just like that: there are certain norms of disposal, non-compliance with which can result in significant administrative sanctions and fines, which are a heavy burden on the owner of the home being repaired.

In accordance with the current regulations, the removal of any construction waste must be carried out in compliance with the relevant rules. And, of course, there can be no question of piles of broken brick, old wallpaper or broken plaster rising near the entrances or garbage containers.

Failure to comply with this requirement is fraught with rather large fines for violators, the amount of which depends on the scale of the offense. In any case, such a fine rarely falls below 3000 rubles.

Don't you have extra money for such expenses? Or are you just a decent person and want to know how construction waste should be disposed of correctly? Then read on!

How to properly organize the removal of construction waste and construction waste

Remember: it is forbidden to pour construction waste into garbage containers!

Construction waste must be removed without fail. The owner of the renovated apartment can do this on his own. To do this, he needs:

  • contact the appropriate administrative authorities;
  • get coupons giving the right to unload garbage on the territory of special landfills;
  • find where the corresponding urban landfill is located;
  • find the necessary transport.

Of course, having a repaired apartment on hand, it is once and very burdensome to deal with all these procedures. The matter is greatly simplified if you contact a company professionally engaged in this type of activity. Such enterprises not only have everything they need for transportation, but also a license that allows them to work in this specific niche. The customer only needs to pay for the services, and the rest falls on the shoulders of the company of his choice.

How to take out construction waste if you do it yourself

The choice of vehicle is determined by the total volume of waste and the size of the individual items removed. Most often, a cargo GAZelle is quite sufficient. If the volumes are quite large, then KamAZ will not be superfluous.

It happens that it is more convenient to use an additional waste container, which is subsequently taken away by special vehicles.

Thus, when making repairs in an apartment, try to dispose of your construction waste by specialized companies. It will be much easier and easier for you than doing this work on your own. And, again, never try to throw construction waste into city dumpsters, since a significant fine will be almost inevitable for you.
