What kind of power does the official belong to? Work as an official: Who are officials. The image of an official in the views of Russians

I don’t know about you, but I got the impression that in the popular mind, an official is certainly a thief, a corrupt official and a lazy person. In short, a parasite sitting on the neck of an honest worker. My grandmother, when she sees an official on TV, comments:

- Muzzle, what kind of muzzle you ate, God forgive me!

In this article I want to understand what are they, Russian officials, and how they live.

Are there many officials in Russia?

To begin with, let's figure out who we will consider officials. All officials can be divided into three groups: federal, regional and municipal. Federals are the most motley group. This includes employees of Rospotrebnadzor, Rosselkhoznadzor and other "supervisors", employees of the State Duma, the presidential administration and government employees. Regional bureaucracy is the administration of republics, territories and regions. Municipal officials include employees of the administrations of cities, villages, townships, villages, etc.

Let's count everyone first. As of 2012-2013, there are 48 different ministries, government services and agencies operating in the country. They employ 38,200 people. Let's add here 760 thousand officials of regional administrations and 340 thousand municipal employees. Plus countless number of village bosses and bosses. According to Rosstat, it turns out 1.6 million people. A complete picture of all state employees who are fed by the state can be seen in the picture below:

Is it a lot or a little? It depends on which side. If we consider officials as parasites, then the less, the better. If we consider an official as an intermediary that ensures interaction between a citizen and the state, then the more intermediaries there are, the faster and more efficient the interaction. At least that's how it should be. How it turns out in practice is another question.

Let's compare Russia with other countries. Is there a connection between the number of officials and the level of economic development of the country? In America, for example, there are almost twice as many officials - two and a half million people. On the neck of an ordinary American there is twice as much parasites than a Russian. According to 2011 data, there are 350 officials for every 10,000 Americans. For 10 thousand French - 400. In Germany and Norway - about 300. In Romania - 250. In Russia - 67. The lowest indicator is in China - 50 officials per 10 thousand Chinese. In developed Norway, France and Germany, there are almost 6 times more officials than in Russia. There are also many officials in Romania (almost 4 times more than in our country), but at the same time the Romanian economy is limping on both legs. Huge China is developing at an unprecedented pace and is getting by with a record low number of bureaucrats. These data cannot be considered completely accurate and indicative. In each country, slightly different groups of civil servants are considered officials. Nevertheless, I did not find a direct connection between the number of officials and the level of development of the country. It doesn't matter how many officials you have. How they work is important.

One thing is clear: the dominance of officials in Russia is a myth.

Does the political regime influence the number of officials? Royal Russia. I took data from Nikolai Rubakin's book “Russia in Figures. Country. People. Estates. Classes ”, which was published in 1912 in St. Petersburg.
Distribution by profession:

The ratio of the peasantry and the service class:

And here are the comparative data by country:

In the USSR of the Brezhnev period, there were 750 thousand nomenklatura workers.

And here is how the ratio of officials in the Russian Federation changed from 2000 to 2012:

As you can see, Rubakin was right. Russia, as it was, and remains a country of relatively "little ruled". And it suffers not from quantitative, but qualitative bureaucracy.

In crisis situations, the number of officials grows. In difficult times, the state seeks to improve the governance of the country. This can be seen in the jump in 2008-2009. But the government's efforts to reduce the supposedly bloated bureaucratic apparatus are yielding no results. Officials magically multiply, regardless of any reforms, optimizations, orders and concepts.

Now let's see how much it costs the state (that is, us) to maintain the bureaucratic apparatus. Here are the data from the Ministry of Finance:

The most expensive for us are customs officers, financiers, tax officials, diplomats and courts. We spend relatively little on the legislature. In 2012, we spent 1.4 trillion rubles on organizing civil servants. This is 6% of all expenses. Let's say you get 30 thousand rubles a month. According to the budget calculator from RIA Novosti, 12.6 thousand of your salary go to the maintenance of civil servants. For comparison: 14 thousand rubles are spent on defense.

This is how it looks over time:

As you can see, not only the number of officials is growing, but also their value. Here, for example, is the estimate for 2010. The maintenance of the ministries requires 138.4 billion rubles, the State Duma - 4.1 billion. The maintenance of the lower chamber in 2010 cost 5.248 billion rubles. A little more than a billion of them went to the salaries of the deputies. Approximately the same amount is spent on transportation costs. Contributions to inter-parliamentary organizations (OSCE, etc.) - 32.9 million rubles. For the receptions of foreign delegations, the cultural program of the meeting-seeing-off - 16.2 million rubles.

How does an official live in Russia?

The salaries of Russian officials are uneven. Let's start with regional officials ... It turns out that their salaries are directly dependent on the region they are managing.

Northern officials and civil servants of St. Petersburg receive the most. The general director of the All-Russian Center for Living Standards, Vyacheslav Bobkov, explains this difference in income as follows. Official salaries are set according to the size of the regional budget and responsibility. Oil and gas regions are the country's strategic "egg-box". Managing them requires more strength and skill. After all, they can simply afford to pay their managers a large salary. And there are subsidized regions, regions-consumers, for example, Dagestan. There, the bureaucratic salary is lower. The high earnings of Petersburgers are most likely explained by the cunning of the Petersburgers themselves. Apparently, they managed to lobby for big salaries. Strange as it may seem, Moscow occupies the last place in the rating of “isolation from the people”. A Moscow official earns only 7% more than ordinary residents of the capital.

In the whole country the difference between the salaries of regional officials and the average regional salary is shrinking... In 2010, this difference was 65%, and in 2012 it dropped to 56%. This is due to the general increase in Russian salaries. The May 2012 presidential decree raised the salaries of all public sector employees, primarily teachers and doctors who feed from regional budgets. The growth of earnings of citizens working in the off-budget sector also continued. Here's how the salaries of workers and departmental officials differ:

The richest officials are the feds : employees of the government, the White House and the Federation Council. In the presidential administration (1.7 thousand people) they receive an average of 166 thousand rubles, in the cabinet of ministers (1.3 thousand people) - 163 thousand rubles, in the Federation Council (about 900 people) - 77 thousand rubles. The average income of an employee of the State Duma is 55-67 thousand rubles. The income is highly dependent on the ministry. The highest earnings are earned by officials of the Ministry of Emergency Situations - 92 thousand rubles, the Federal Agency for the supply of weapons, military, special equipment and materiel - 97 thousand rubles. and the Ministry for the Development of the Russian Far East - 92 thousand rubles. In the Ministry of Internal Affairs, the Ministry of Defense, the Supreme and Constitutional Court they receive 75 thousand, in the Accounts Chamber - 80.7 thousand. Compared to these salaries, employees of less influential ministries receive ridiculous money: employees of the FSIN and the Ministry of CIS Affairs - 37 thousand, employees of the State Courier services - only 35 thousand

But this is not the limit. By 2018, the salary of federal officials should grow 2.6 times and exceed the average salary in the country by 1.7 times. 135 billion rubles to increase the earnings of civil servants has already been included in the 2014-2016 budget. Here the Ministry of Finance went for a little trick. The fact is that the main part of bureaucratic income is bonuses. Salary is only 17.8% of earnings. 135 billion will be spent on bonuses that will be given to the most hardworking and diligent people. Thus, the Ministry of Finance wants to encourage good officials, and force the parasites to quit. Here is a financial sieve.

Official salary figures pale in comparison to real income. Many low-ranking officials have their own businesses. For example, an ordinary State Duma deputy Viktor Anikeev owns a meat processing company. His income is -1.11 billion rubles. The former co-owner of the Lebedyansky company, now also an ordinary State Duma deputy, Nikolai Bortsov alone earns 970 million rubles, the total family income is estimated in billions - 1. 16 billion rubles. Aide to the President Yuri Trutnev earns 210 million rubles. The richest senator is Dmitry Ananiev, a member of the Federation Council from the Yamalo-Nenets Okrug. His fortune is estimated at $ 1.7 billion. Member of the Forbes rating.

In addition, Russian officials not sickly liabilities. Here is a map of foreign real estate of civil servants:

But what our officials drive:

Yes, an official in Russia receives a lot of money. But they cannot be called the richest people in Russia. Many doctors, professors, top managers and businessmen receive many times more. The fortune of the largest figure in Russian business, Vladimir Lisin, is equal to $ 24 billion. Prokhorov has 22 billion, Alisher Usmanov is slightly less - 20 billion.

How corrupt are our officials?

The generous salaries are usually attributed to two reasons. First, an official, especially at the federal level, is usually a high-class professional. He bears a huge responsibility. Such a person is very expensive in the market. therefore if the state wants to be managed by professionals, they need to pay accordingly . As Alexander the Third said “ a cheap official is expensive for the state". Second: the fight against corruption. High income, according to the idea, should make the official forget about bribes. However, this law, unfortunately, only works for poor countries. In developing and rich countries, the level of bureaucratic salaries, alas, has little effect on the level of corruption. In the wealthy states, corruption is considered the second biggest problem after unemployment. Apparently, the saying “there is never a lot of money” works here. No matter how much you pay the official, everything will not be enough for him.

Here is a map of the world's corruption in 2013 compiled by Transparency International:

Surprisingly, world leaders like the United States or Germany did not make it to the top places. Denmark and New Zealand are in the lead. Wealthy Germany ranks 12th in average, after Australia in 9th. The USA is also middle peasants, 19th place out of 177 possible. In Russia, the situation has remained stable for many years. We firmly hold a place in the tail - 127-128 place. Our officials cannot be called the most corrupt, but in principle there is nothing to praise for. Most bribes are taken in law enforcement, medicine and education.

Of course, our officials are far from ideal. But far from the worst, as one might expect. This is what, in the opinion of the Presidium of the Council under the President of the Russian Federation, a good official should be.

What do you think? Are you satisfied with Russian officials? What, in your opinion, should be an ideal official?

The people scolded the officials from time immemorial. But here's what is surprising: not every person who scolds officials has a clear idea of who the officials really are. For the overwhelming majority of the population of the Russian Federation, an official is a person who makes various kinds of decisions that have an imperious character. But is it really so? The answer to this question will be given in the article offered to your attention.

Who is an official

If you look through the dictionaries, then the answer to the question Who is an official will be unambiguous: an official is a person who is in the civil service. It follows from this definition that an official is not just a person who is endowed with powers of authority. This is a person who simply gives certain orders on behalf of the state. That is, an official is a person whose tasks include the implementation of certain state tasks.

There is, of course, an unofficial definition of the concept of an official. It, which is characteristic, has a much greater distribution among the population. According to this definition, an official is equal to a bureaucrat, a formalist, or just a person who is dishonest about his duties. And the point here is not even the functional content of this position, but rather the people's perception of officials as a certain stratum of the population. It should be noted right away that such an attitude of the people towards officials was formed in Ancient Russia.

Historical reference

If we consider this issue in a detailed way, then one cannot but tell about the origin of this term. Rus entered the international arena around the beginning of the seventeenth century. That is, ties with other states have become closer and more dynamic. Accordingly, there was a need for people who would be involved in streamlining the actions of the state. The first ruler in Russia who decided to seriously tackle this problem was Peter the Great. He accepted the Table of Ranks, which, in fact, marked the beginning of the bureaucracy in Russia. It happened on the twenty-fourth of January one thousand seven hundred and twenty-two. As for the origin of the word "official" itself, everything is simple. Any person who entered the civil service received the appropriate rank.

Eliminate confusion

In the people, the term “official” is used mainly in relation to deputies. And this is fundamentally wrong. Let's analyze it in detail. As mentioned above, officials carry out certain state functions. And the state, as you know, must take care of its population. Let us assume that this is indeed the case. But how can the state find out about the desires of its population? Thanks to the deputies who are elected by the people. Roughly speaking, the deputy performs the functions of a statistician, because he conveys the will of the people to the state. This is expressed mainly through the adoption of various kinds of laws. Based on this, we can conclude that officials and deputies are two sides of the same coin, because to some extent they balance each other. However, in no case should these concepts be confused.

How to get a job as an official

Answering the question How to get a job as an official, it is necessary to immediately note the fact that there are no special requirements for candidates. Many people think that in order to become an official, it is necessary to graduate from an appropriate educational institution. However, at the moment, the presence of a higher education from an official has absolutely no value. Moreover, there is no such profession as an official. The government of the Russian Federation has already repeatedly set out to set certain standards. So far, however, this is all just theory. And the availability of a higher education for an official is one of such standards. If we conduct an analysis, we can conclude that among the officials, people who have a higher legal education prevail. In second place are people who have a higher education in economics. In the third place are people who graduated from the Faculty of International Relations. They all started their careers from the bottom. That is, having a higher education did not give them the opportunity to take the office of an official immediately after graduating from a higher educational institution.

Currently, there are higher educational institutions in which officials are specially trained. Chief among such higher educational institutions of the Russian Federation is the Russian Academy for the Training of Civil Servants.

In the overwhelming majority of cases, the list of free places is posted on the official websites of various kinds of government agencies on the Internet, as well as in the official mass media of the Russian Federation. It is impossible to know the number of free places in advance. In certain cases, a temporary replacement may be required. For example, during an official's maternity leave. This is always indicated in the text of the vacancy itself. This fact scares many, but you should not miss the opportunity.

Is it possible to become an official without proper connections

It is quite problematic to become an official without proper connections, but, nevertheless, it is quite possible. For this purpose, it will be necessary to find the least popular and unattractive vacancy. In the overwhelming majority of cases, these are the lowest positions. The salary is small, but the responsibilities, respectively, are few. So what is the benefit, you ask. We answer: during your work, let in the lowest paid position you can acquire all the necessary connections. Accordingly, if you show yourself well, you can very quickly move up the career ladder.

Official positions

The state apparatus, like other large organizations, has a strictly defined hierarchy. In accordance with the current legislation of the Russian Federation, there are five groups and four categories of officials. At the very top of the bureaucratic hierarchy are managers, as well as deputy leaders. Below are their assistants, who are also called advisers. Next comes the largest layer of officials, namely specialists. And at the very bottom of the bureaucratic hierarchy are public specialists.

The classification of positions among officials in the Russian Federation depends on the following criteria:

  • 1) the conditions for the implementation of labor activity;
  • 2) the level of professional qualifications of officials;
  • 3) the scope of authority of officials;
  • 4) the degree of responsibility of officials.

Based on this qualification, it is customary to allocate senior positions among officials, main positions among officials, leading positions among officials, senior positions among officials, and, accordingly, junior positions among officials.

State benefits

In accordance with the current legislation of the Russian Federation, officials are provided with the following state benefits:

  • 1) benefits for medical care;
  • 2) the placement of children in various educational institutions without waiting in line;
  • 3) benefits for the purchase of housing;
  • 4) the possibility of retirement based on seniority.

Privileges for civil servants

In the Russian Federation, there are the following Privileges for civil servants:

1) Material support of a civil servant in the Russian Federation, which is guaranteed by the timely receipt of his salary. At the same time, the remuneration of officials in the Russian Federation is carried out in the form of a salary, consisting of an official salary, a salary for a rank, monthly benefits, as well as various kinds of additional benefits;

2) officials in the Russian Federation are compensated for expenses that are associated with business trips of an official nature.

3) The duration of the leave of officials in the Russian Federation is thirty days, while the duration of the leave of ordinary workers in the Russian Federation is twenty-eight days;

In general, officials in the Russian Federation have a fairly large number of privileges. We have considered only the most basic ones.

It is up to you to decide whether to go to work as an official or not to go.

In modern Of Russia there are about 2 million of them with a population of 143,030,106 people, and in 1990 in the USSR there were 780,000 of them with a population of 293,047,571 people.

This is a federal, regional, municipal employee holding a position in the administration, receiving a salary for this position (official salary), plus for the class rank, plus for the conditions of municipal service, plus for the complexity of the work, plus monthly bonuses (without producing any material values ), plus material assistance, which is issued from extra-budgetary funds, especially the management of 2-3 official salaries (for renting non-residential premises, municipal land, from markets, etc.).

To such officials does not include: deputies, teachers, doctors, cultural workers and they do not have the status of an employee.

All sorts of officials are needed. then to say that some are good, others are bad))
An official means he has a rank, and to have a rank means to cause evil. In general, a synonym for an official is a service book. those. should serve. Everything rests on three questions: to serve whom, how and for what. So, HOW does not exist for an official in Russia - he has someone (but this is understandable) and for what. At the same time, FOR WHAT prevails (that is, what I will have), and it does not even matter to him who to serve.
And therefore I will characterize briefly - an official is an inanimate, masculine person (but in gender terms, so as not to infringe on the rights of women, as well as gay men, prostitutes and former boxers with broken brains - options are possible), which serves FOR WHAT (easier, a thief) ...

Here is an example of a nomenklatura official for all of us who thinks and speaks out loud in this view about what ... ABOUT THE PRIVATE-STATE PARTNERSHIP between the Yo-SBR and the Ministry of Sports of the Russian Federation ... (a private shop is a privatized yo-SBR)!

Just think about it! Kokov mentality, way of thinking and order of actions at the head of the Yo-SBR ... he needs a CJSC (a commercial organization according to the Civil Code of the Russian Federation) instead of a public organization (NPO) represented by the Yo-SBR!

listen carefully from 02 minutes of the video ... very carefully from 03.10, 05.20 and 07.30 min.

Andrey A, about: the level of understanding is in the same place ... - thunderous applause.

Al,
Waste your time, the level of understanding is in the very place of the municipal employee who believes that either some wrong circular is to blame, or the immediate "stupid" boss and all "bad" officials are deceiving our good "king-father" who here he learns something and "severely" punishes.
It is not at all perceived that the norms of behavior are transmitted precisely and directly from the "tsar", and the governing circulars (laws and bylaws) were written and adopted by the ruling party created by this "tsar", who is now trying to "put on another jacket and change shoes," while maintaining his personal power and those same "circulars", backed up by new ones, tightening the old ones.

The essence of my comment is not in the subspecies of monkeys, but in the mention of the Buddhist concept of protection from evil.

And the fact that many officials know how to write words correctly: nothing, I will not tell anyone.

Aren't monkeys monkeys? It’s strange.

I have never heard anything about the "principle of three monkeys", but I have heard about the image of three wise monkeys, personifying the Buddhist concept of protection from evil.

Most officials have at least heard about the correct spelling of three words: never, nothing, no one.

pav9743 Pavel Vasilievich, - I must correct a little:

They (officials) - as in the Yo-SBR, look into the mouth of the coming "from above" and do "everything that you please" at the expense of the budget ...

The vertical of power precisely defines the “convergence point” of all the goals and ideas of the bureaucracy ... THE PURPOSE of actions and laws, the direction of efforts and the content of accountability ...

FOR them THERE, upstairs - IT WAS VERY GOOD ...!

If only, “their deed” was paid from their own pocket ...

Oleg Vasilievich! Thanks a lot for your support. You, too, agree with many of my views on the bureaucratic class. This is prompted by our reality, modern life in a new political environment. What else can you say about them, they are employees (federal, municipal), i.e. serve, not work, and receive a salary, not a salary, i.e. we keep them for our taxes, and they serve according to the principle of three monkeys: I SEE ANYTHING, I DO NOT HEAR ANYTHING, I WILL NOT TELL ANYONE ANYTHING. This is their whole point.

However, you need to know by sight, at least some of the main characters ... the bureaucracy and bureaucracy ...

Here is one of them = >> the face of Vladislav Surkov (how not to remember ... "Groundhog Day ... not to get rid of it" :-))

Quote here:

...
The planned economy did not need to promote goods.
But Surkov began to work for one of the first private banks in the country, Menatep.
The bank's primitive logo could be seen on prime-time TV channels and on the sides of city buses.
The campaign was so successful that it sparked rumors that the Communist Party had donated its secret wealth to Menatep.
By the time the USSR collapsed, the name Menatep was on everyone's lips.

Now Surkov is promoting a completely different product - the regime of the firm hand of Vladimir Putin.

As deputy head of the presidential administration responsible for domestic policy, Surkov took on the role of the architect of the ideology used by the Kremlin to justify the policy of restoring state control over the country and the economy.

Surkov calls it sovereign democracy with an emphasis on the word "sovereign."

He wrote an entire manifesto in defense of the Kremlin that silences critics, monopolizes political life in the country, and persecutes politically ambitious billionaires.

He calls Putin's opponents puppets of the West and neo-Nazis, and accuses Western countries of trying to steal Russian natural resources.

“When they tell us about democracy, they think about our oil and gas reserves,” Surkov said in a rare briefing for foreign journalists in the summer.

druid40, - you are partly right, however, a change is coming not only to the Civil Code of the Russian Federation (the civil code of the country), but a very significant and SIGNIFICANT change in many branches of law and legislation in Russia ...

The first "swallows" have already HAPPENED and "ARRIVED" - toughening: fines for the traffic police, and law enforcement practices in relation to dissidents and protesters (see "Bolotnaya Square on May 06, 2012" - 28 people were still sitting and are already on trial in the Moscow City Court chaired by F.S. Nikishina - Chairman of the Zamoskvoretsky District Court of Moscow ...) ...

Place and time - more than a year after the events and where ... in the building of the Moscow City Court ...

Whether it will still be, after the "Pusi Wright" and the cases against Navalny ... = >> nowhere can be done WITHOUT LAWYERS ... alas!

Al, they want to become officials primarily because they will have their own piece of bread in any case, which in the current lack of stability in the economy and politics is extremely important, because everyone understands that becoming a big boss in the civil service is not easy. And those who think that from the very first day in the civil service they will row for themselves are deeply mistaken. They simply will not be allowed to do this.

Raptor, Those that the media shout about that, they say, they have villas, planes, etc., make up a maximum of 2 (two) percent of the total number ... most likely two percent of those who do not have all this, and then, only recently selected! We didn't have time to grab it yet!

Item 8 is accurate to disgust, however, like all other items.

“Russian orphans should be transferred to the North Caucasus for upbringing. This is the opinion of Pavel Astakhov, Ombudsman for the Rights of the Child He proposes to conduct a similar experiment in agreement with the regions. The official considers it "strange" that foreigners can take Russian children, while residents of the North Caucasian District are deprived of the opportunity to take a child from Moscow. As a positive example of attitudes towards children, Astakhov cited Chechnya, where, according to him, there are no abandonment of newborns. "

Here are our officials - Astakhovs ... ((

pav9743 Pavel Vasilyevich, that's who is really useless - it's the majority of the deputies. At all levels. Especially if they are not elected by single-mandate constituencies, but by party lists. So really there is practically no responsibility. At the same time, compared to the monetary content (and this is the official name of the salary of officials and deputies) of most officials, the maintenance of deputies is more expensive. It is enough to look at their declarations and compare them with the declarations of the staff of the apparatus.
And further. The duties and responsibilities of officials are established by the Federal Law of July 27, 2004 No. 79-FZ "On the State Civil Service of the Russian Federation", as well as in their official regulations.
In addition, unlike in China, the social security of the majority of civil servants in Russia does not differ much from, as they say, ordinary people.

Answer Raptor: I myself was in the administration apparatus for 5.5 months (and then they were quickly removed, apparently they understood what kind of person), a deputy of a municipal formation, an urban settlement, I read a lot, studied, compared, I saw and heard everything that was done on my eyes, and what it all led to. Officials are needed and they should be in the service of the people, because they have the status of an employee (that is, they serve the interests of the people, not themselves), not in such a number and not in such a quality. For their service in the apparatus, they receive a salary, not a salary. And once again I remind you that during their service they have NO duties, no responsibility for the service they perform, and not work. These things should not be confused.

pav9743 Pavel Vasilievich, I answer.
There is no useless work in the world, just as there are no superfluous living beings in the biological chain.
Thanks to officials, some kind of order is maintained in society.
There is no need to cult people of productive labor. Consumers give value to the product produced. And according to the AiF, it turns out production for the sake of production.
Besides, officials are different. Those about whom the media shout that, they say, they have villas, planes, etc., make up a maximum of 2 (two) percent of the total population.
In addition, a direct comparison of the number of officials in the USSR and Russia is incorrect, since at that time much of what is now did not exist. Public relations have become much more complicated, and unfortunately, I see no other way to ensure their management, other than increasing the number of staff. And those who propose to reduce the staff by almost 30 percent do not understand that with a reduction in the number of staff by at least 5 (five) percent, work will either slow down or stop altogether. Such people do not have the slightest idea of what a public service is. And such people, paradoxically, should support the TIR with its 60-hour work week.

Answer Raptor: From taxes, only their salaries are 1.5-3 times lower than those of bureaucrats, teachers and doctors benefit people, society, teach, treat, make us healthy and educated, although in Russian reality education and health care have dropped sharply. And what does an official do, what benefits does he bring to society, people?

All true and all about garlic.

pav9743 Pavel Vasilyevich, isn't the salary of doctors and teachers of state and municipal institutions coming from taxes?

I answer Vlad. Please read it carefully, and such questions will not arise. I repeat the third paragraph: "These officials DO NOT APPLY: deputies, teachers, doctors, cultural workers and they do not have the status of an employee."

I answer AI: Teachers and doctors are not officials, they treat people with their knowledge and labor, teach our children, they earn money and receive wages for their labor, which then turns into material values through their patients and students. Officials do not receive their salaries, they receive a salary, i.e. we keep them on our taxes, and they are the keepers.

Alexey the Cyclist, you forgot two more categories. People with "brainwashed" (found not only among young people) and offended by the Soviet or modern government ...

Alina.
They try. But it turns out all the same not very high quality. Give themselves away. At first glance, it seems that this blog has a rather relative relation to biathlon. It would seem that here to comment on the protege of the SBR. I wouldn't go here and that's it!
But the banal instinct of self-preservation worked. The author of the blog attacked all of our corrupt officials, without affecting the personalities, but they instinctively rushed to repel the attack. They have forgotten that in the conditions of modern Russian reality, only those interested in this can protect, and even more praise, Russian officials: the same OFFICIALS. Well, either journalists or bloggers bribed by these officials.

“Apparently, a number of lower-level SBR officials are actually registered on this site, and they are called upon to hang noodles on the ears of ordinary fans.”

Yes, it is noticeable how he works here, at RB ... they are trying.

Al,
Since when did teachers become employees? Think when you shit ... oh, write.

Great blog! All to the point.
I must say, the negative reaction of some users of the site is very noticeable. Moreover, these are the same individuals who on other branches are seen in full support of Prokhorov and his "transformations".
Apparently, a number of lower-level SBR officials are indeed registered on this site, designed to hang noodles on the ears of ordinary fans.

Civil registry workers are also officials. Here are the monsters, judging by points 1 - 8!

Most of all, I am depressed by the fact that the younger generation dreams of becoming neither pilots, nor sailors, nor scientists, nor doctors, nor builders, nor representatives of many other glorious professions, but they want to be officials in the service of the state with the understandable goal of enriching themselves at our expense. you, engaging in corruption and practically legalized theft behind the scenes ... The same public opinion polls confirm this fact ... The country is gradually gaining a "kerdyk" ... We are already largely served by migrant workers from Central Asia, and our youth (not "golden" ) wipes pants in lower and middle managers, sits in offices, shops and God knows what ...
A very sad story ... Lived ...

An official is a civil servant with a certain rank. In the category of officials in the Russian Federation there are people who serve for the benefit of their state. The signs of a civil servant are:

  • position in government bodies and their staff;
  • activities to fulfill the functions of the state;
  • receiving income for their work at the expense of public funds.

It should be noted that officials do not include persons who undergo an internship in any state bodies, since they only apply for a particular position, but do not yet occupy it. There is no single normative act in the law of the Russian Federation that contains the general concept of an employee. Officials, as we have already said, call everyone who serves in government agencies.

Today in Russia all civil servants are divided into the following categories:

  1. Officials.
  2. Operational composition.
  3. Technical.
  4. Auxiliary and service staff.

The composition of officials includes officials who are empowered to issue legal acts, sign important papers, perform registration actions, and much more.

It also includes those who are not involved in the above matters, but they manage the activities of employees subordinate to them. Persons involved in the administrative power are endowed with a special legal status.

The operational staff should include civil servants who perform the duties of state and power functions. They cannot commit any legal acts against citizens. This also includes lawyers and economists working on the preparation of projects for various solutions. The third category includes civil servants who carry out certain official activities. For example, technical secretaries.

Types of government officials in Russia

Who are the officials in Russia? In accordance with the law of the Russian Federation, there are two types of civil servants:

  1. Federal government employee. This is an employee who carries out his professional activities in the positions of the federal public service and receives money for this at the expense of the material resources of the federal budget.
  2. State civil servant of a constituent entity of the Russian Federation. This is an employee who performs his work in the position of the state civil service of a constituent entity of Russia.

Rights and restrictions of officials of the Russian Federation

A civil servant has the right to:

  • visit various organizations on an official basis;
  • take part in a competition for filling a profitable position;
  • move up the service line;
  • make suggestions for improving the civil service;
  • unite in parties;
  • make decisions in accordance with the position held;
  • maintain discipline at work.

Russian officials cannot do the following:

  • engage in other activities and receive payment for this, with the exception of creative and scientific;
  • conduct business activities;
  • receive rewards in the form of gifts or money for the performance of certain services;
  • use working means outside the service;
  • use service data for their own purposes;
  • make empty promises.

It should be noted that a civil servant is a very serious and responsible position, to which people are hired only with the appropriate higher education and work experience in one area or another. Such workers are hired (or elected) in a special order and dismissed in a specific order. The main responsibility of all government officials is political. For example, resignation, removal from office, or, if this applies to a politician, then the impeachment procedure.

Firstly, it rarely expresses itself materially. Secondly, is not always visible at once: government programs can last for several decades, for example, reform, housing renovation programs or maternity capital payments. Demand
The specialty "State and Municipal Administration" cannot be classified as promising. In the future, the state administrative apparatus is likely to shrink. Thanks to information technology, the routine work of receiving and processing documents, which some civil servants are engaged in, can be avoided. Public receptions will be fully relocated to the Internet. Some futurists predict that the forms of state governance will change dramatically or state governance may disappear altogether: today some large companies are successfully experimenting with work without bosses, which may well find application at the state level.
