The book is devoted to the development of the theory of industrialization of the economy and reveals the methodology for the formation of an industrialization strategy. The structure of economic growth and technological renewal, the main elements of the structural policy of the new model of economic growth for Russia are investigated. A general method has been developed for the structural analysis of GDP by spending and sectors, investment in new and old technologies, management of the movement of resources between the basic sectors of the economy by influencing the magnitude of the risk of doing business and its profitability. Originally presented in the economic system is a person - an agent, as a separate system, the effectiveness of which is represented by a function of the health reserve and a function of qualifications (mathematical equivalents of these functions are proposed). The book uses a mathematical apparatus, graphic models for the development of methods for evaluating and measuring efficiency. The author also makes changes to the theory of welfare, showing how the measurement of external effects and “social” gaps in economic analysis can be used and how the model of systemic efficiency changes the well-known criteria of welfare. Proceeding from this, the methods and directions of increasing the efficiency of various types of economic activity are substantiated, the ambiguity of economic policy is determined from the standpoint of ideas about efficiency. The effectiveness of the economic system is proposed to assess the degree of its dysfunctionality, and a method for quantitative assessment of dysfunction is proposed based on models of the theory of systems reliability.
The study identifies the factors influencing the efficiency of the functioning of economic systems, formulates the axiomatics of the theory of efficiency, develops a theory (model) of institutional efficiency, and develops ideas about synergistic efficiency. In this fundamental monograph, recommended for publication by the Academic Council of the Institute of Economics of the Russian Academy of Sciences, the author made a contribution to the development of the institutional-evolutionary approach of the Russian economic school. He is responsible for the development of the original concept of the dysfunctionality of economic systems, the development of a model of the "monetary range" of the functioning of industrial organizations, the development of a model of neo-Schumpeterian competition within the framework of the "innovator-conservative" system, which made it possible to bring J. By connecting the strategy of the “innovator” - “conservative” with monetary functions, introducing a model of the “monetary range” that determine the nature of changes in the strategy of agents' behavior, a mathematical model was obtained and computer simulation was carried out, which made it possible to obtain completely different interpretations of macroeconomic changes in terms of technological development. economy. In fact, this model makes it possible to differentiate the instruments of macroeconomic policy in terms of the impact on groups of agents, and changes the form of the classical welfare function that has been used for many years in economic science. With the help of this model, interesting conclusions were obtained to determine the ratio between employment and unemployment, the effect that deviates the situation from the Phillips curve, when high inflation is accompanied by high unemployment, when GDP growth occurs with a reduction in innovators and innovations, is explained, only due to the “conservative” model behavior of agents, in connection with which a macroeconomic policy is needed that does not allow reducing competition among the "conservatives". In the same work, a model of structural policy, structural dynamics is formulated, which should be the basis for conducting macroeconomic policy, the principle of J. Tinbergen is expanded, when the instruments of economic policy, even without coinciding with the number of goals (which is laid down in this principle), can provide a more significant result than these parameters coincide. The proposed models make it possible to include in one way or another the institutional characteristics of the economic system under consideration.
