In order to more complete the use of the work experience and spiritual potential of older generations in solving the tasks facing the armed forces, in the interests of social protection veterans, representatives of military administration authorities, leaders of leading veteran associations of species and labor of troops, the main and central administrations of the Ministry of Defense of the Russian Federation decided to establish All-Russian public organization of veterans of the Armed Forces of the Russian Federation. The first meeting of members of the organizing committee of the new veteran organization took place on July 18, 2008.
Today we are publishing a draft charter of the OOOs of the Russian Federation. The document itself will be adopted at the constituent conference of the new veteran organization, which will be held in October 2008 in Moscow.

1. General provisions
1. The All-Russian Public Organization of Veterans of the Armed Forces of the Russian Federation (the organization hereinafter referred to as the organization) is a voluntary, non-profit public association established on the initiative of the veteran organizations of the Armed Forces, which united on the basis of common interests for the implementation of the goals defined by this Charter.
1.1. The organization unites veterans of the Armed Forces, War Veterans and military service, war veterans, as well as veterans from the number of civilian personnel. The organization is free in determining its internal structure, goals, forms and methods of its activities.

1.3. The organization operates in accordance with the Constitution of the Russian Federation, the Civil Code of the Russian Federation, federal laws "On public associations", "On Veterans", other legislative acts and this charter.
1.4. The organization is a legal entity since its state registration, has calculated and other accounts in banking institutions in the Russian Federation and abroad, round seal, stamps, forms with their full name in Russian, emblem, symbolism and other details, approved and Registered in the manner prescribed by law.
1.5. The organization owns separate property, may acquire and implement property and non-property rights on its own behalf, to enter into contracts, to be the plaintiff and the defendant in court.

2. Goals and directions

development of scientific and information activities that promotes the strengthening of contacts with legislative and executive bodies, representatives of the science and military industrial complex in the interests of construction and development of the Armed Forces of the Russian Federation;
Cooperation and interaction with military authorities in addressing young people's preparation issues to military service, its patriotic and moral education;
interaction with state authorities and social protection authorities, participation in the development and implementation of programs aimed at protecting the interests of veterans of the Armed Forces of the Russian Federation, ensuring their decent situation in society;

3. Rights and obligations

3.2. The organization may have property necessary for the material support of the organization specified in this Charter. 3.4. The organization is required:

4. The structure of the organization.

4.2. The structure of the organization includes veteran organizations of species and childbirth forces of the Armed Forces of the Russian Federation, the main and central administrations of the Ministry of Defense of Russia, military districts (fleets), associations, compounds and parts, local (primary) veteran organizations of the Armed Forces of the Russian Federation in the constituent entities of the Russian Federation, which are Its structural divisions.
Local (primary) organizations are created on voluntary principles in the presence of at least three people within the limits of administrative-territorial units and municipalities, taking into account the place of service, life or the work of veterans in one way or another military formation. In their activities, they are guided by this Charter of the Organization in the manner defined by the current legislation, and may acquire the rights of a legal entity.
4.3. The main function of the organization's conference is to comply with the organization's organization, in the interests of which it was created. The conference is held by the decision of the Organization Committee once every four years. An extraordinary (emergency) Conference can be convened by the Organization Committee on its own initiative, on the proposal of the Audit Commission, or at the request of regional organizations that unite at least one third of the total number of members of the Organization. The Committee of the Organization within a month from the date of receipt of the written request for an extraordinary (emergency) conference is obliged to decide on it.
Delegates to the conference are elected in the manner and on the standards of the Representative Office, which is determined by the Organization Committee. The conference is considered to be eligible if more than half of the delegates elected from regional organizations formed in more than half of the constituent entities of the Russian Federation are present at its meeting.
Decisions of the Conference on the adoption of the Charter of the Organization, amending it, as well as the reorganization or liquidation of the Organization, are made by a qualified majority of two-thirds of the delegates present at the conference.
Decisions of the conference on other issues are accepted by a majority of the delegates present at the conference.
The conference decisions are accepted in the form of decisions and resolutions.
4.4. The conference has the right to consider any issues of the organization's activities.
The exceptional competence of the Conference includes the decision of the following issues:
approval of the charter, additions and changes to it;
identifying the main activities of the organization, principles of formation and use of its property;
education of executive bodies and control and auditing bodies of the Organization, determination of their quantitative composition, early termination of their powers;
election of the Chairman of the Conference of the Organization;
making decisions on the reorganization or liquidation of the organization;
Approval of the symbolism of the organization.
Questions related to the exclusive competence of the conference cannot be transferred to the decision of the collegial executive body of the Organization.
4.5. The permanent governing body of the organization is the Committee, whose members are elected by an open vote by the Conference of the Organization.
By decision of the Conference, the elections of the members of the Committee may be carried out by secret (closed voting).
Committee is accountable to the Organization Conference.
The Committee solves any issues of the organization's activities that are not attributed by this Charter to the exclusive competence of the Conference.
Committee of the Organization:
elects from its composition Chairman of the Committee, First Deputy Chairman of the Committee, Deputy Chairman of the Committee and the Committee's responsible secretary;
determines the quantitative composition and elects from its composition for the term of office of the Presidium of the Committee of the Organization;
manages the organization's activities and its structural divisions;

determines the main directions of the organization's activities for the current period;
Coordinates the activities of regional organizations;
interacts with the public associations of the country;
represents the organization in relations with state authorities, foreign organizations;
makes decisions on the convening of the Conference of the Organization, establishes the standards of representation on it and determines the agenda;
disposed of property and means of the organization;
approves a promising financial plan and annual estimates of the costs and income of the organization;
makes decisions on the creation and use of the organization's trust funds;
Hears reports of the Presidium and Regional Organizations;
forms the standing commissions, approves their composition and elects the chairmen of the standing commissions;
Performs other functions to implement the management of the organization that contribute to the achievement of the objectives specified in this Charter.
Committee meetings are held in the form of plenum. The Plenums of the Committee are convened by the Presidium as needed at least once every six months. Extraordinary plenums of the Committee are convened by the Presidium on their own initiative, as well as at least one third of the members of the Committee or at least one third of regional organizations. The Committee is considered to be eligible if more than half of its members are present at its meeting.
The Committee is entitled to cooperate its composition of the new members of the Organization, instead of the retired, on the recommendation of regional organizations.
The Committee's powers are preserved before the election of the Committee of the New Committee of the Conference.
4.6. To solve the organizational issues in the period between Plenums, the Committee of the Organization shall elect the Presidium of the Committee for the term of its authority. Chairman of the Presidium is the Chairman of the Committee. The Presidium includes the First Deputy Chairman of the Committee, Deputy Chairman of the Committee, as well as members of the Presidium.
The meeting of the Presidium is carried out as needed, but at least once a month. The Presidium is accountable to the Organization Committee.
Presidium Committee:
organizes the execution of conference and committee solutions;
In the period between the Plenums of the Committee, decides on the issues of public life of the organization;
convenes the next and extraordinary plenums of the Committee, determines their agenda;
determines the structure and staff schedule of the Committee's apparatus, organizes its operation;
organizes work on consideration of the appeals of members of the organization;
Organizes the use of property and cash of the organization;
organizes performances in print, on television and radio on issues affecting the interests of veterans, informing the public about the activities of the organization;
organizes accounting of members of the Organization for Structural Divisions;
Prepares proposals for admission to members of the organization of legal entities - public associations, as well as on the approval of local (primary) organizations in the organization;
annually submits to the Ministry of Justice of Russia information on the number of organizations, its regional organizations, as well as in the tax authorities of the Financials;
Considers other issues on behalf of the Committee.
The work of the Presidium is headed by the Chairman of the Committee.
4.7. Chairman of the Committee of the Organization:
carries out the operational management of the organization's activities, adopts the necessary decisions on all issues of the organization's current activities;
Chairs at the Plenums of the Committee of the Organization and leads the meeting of the Presidium;
organizes the work of the Committee and its Presidium;
represents the interests of the organization in relations with state authorities, local governments, public organizations of the country and abroad;
signs the decisions of the Committee and the Presidium, as well as other documents on behalf of the Organization;
Opens the estimated and other accounts in the institutions of banks, has the right of the first signature on financial documents, concludes and signs contracts, performs other transactions within the commission approved by the Committee;
Approves the staffing of the organization's work apparatus and leads to them. Sign orders for employment and dismissal of staff staff, including the chief accountant. 4.8. Responsible secretary of the organization.
The responsible secretary of the organization is elected by the Organization Committee and reports on its work to the Chairman of the Committee.

preparation of the plenums of the Committee, the meetings of the Presidium, draft regulations on the issues discussed, the design of the relevant protocols;
keeping accounting for legal entities organizations, as well as personal accounting of veterans of the Great Patriotic War, studying the conditions of their life, assisting them and support;
Organization of work to attract sponsorships, as well as social support funds.
4.9. The control body of the organization is the Audit Commission. Its members are elected by the Conference by open voting.
Audit committee:
monitors compliance with members of the organization, as well as by the structural divisions of the provisions of this Charter;
monitors the management of financial and economic activities by the structural divisions of the organization;
monitors the implementation of conference decisions on all issues related to the competence of the Audit Commission;
It monitors compliance with the procedure for consideration of applications and letters of members of the organization and other citizens.
To organize work, the Audit Commission elects the Chairman and Vice-Chair.
The decisions of the Audit Commission adopted within its competence are mandatory for all organs and structural divisions of the organization.
The Audit Commission is considered to be eligible if more than half of its members are present at its meeting. Decisions are made by a majority vote present at the meeting.
Officials of the Organization are obliged to submit to the Audit Commission documents and information necessary for its work.
Members of the Audit Commission have the right to participate in the meetings of the Governing Bodies of the Organization with the right of a deliberative voice.
The Audit Commission is accountable to the Organization Conference and submits to its approval a report on its work.
5. Terms and procedures for the acquisition and loss of membership in the organization, rights and obligations of members of the organization
5.1. Citizens of the Russian Federation, which are veterans of the Armed Forces of the Russian Federation, veterans of war and military service, veterans of hostilities, as well as legal entities - public associations, recognizing and complying with the Charter of the Organization, which are made by the decisions of its governing bodies who are directly involved in activities Organizations and sharing its goals. All members of the organization have equal rights and carry equal duties.
5.2. Membership in the organization and exit from it are voluntary.

Reception to members of the organization of legal entities - public associations is carried out on the basis of a written statement, as well as the decision of the authorized governing body of the entering legal entity - the public association submitted to the Committee of the Organization.
5.4. The way out of the members of the organization of individuals is carried out by filing a written statement to the appropriate local (primary) organization, where the member of the organization, who expressed the desire to exit.
Exit from members of the organization of legal entities - public associations is carried out by submitting a written application to the Committee, as well as the decision of the authorized governing body of a legal entity - a public association that has expressed a desire to exit.
5.5. Accounting for members of the organization is conducted by the Organization Committee on the basis of information provided by the Presidium of the Committee (on legal entities - public associations) and local (primary) organizations (in individuals).
5.6. An organization member may be excluded by the decision of the body that has decided to accept the organization for:
non-compliance with the charter;
non-fulfillment of decisions of the governing bodies of the organization;

5.7. The member of the organization has the right:

6. Sources of the formation of cash and other property of the organization
6.1. The organization is authorized to possess separate property, to have an independent balance, to conclude transactions on its own behalf and is responsible for its obligations.
6.2. Means and property of the Organization are formed from:
voluntary contributions and donations;
revenues from the activities carried out in accordance with the Charter;
civil law transactions in accordance with applicable law and this charter;
revenues from the participation of the Organization in economic societies and partnerships, entrepreneurial activities and other adventures unresponsable by law.
The owner of the property is the organization as a whole, local (primary) organizations carry out their activities on the basis of this Charter and have the right to operate property assigned by the organization.
6.3. The organization in accordance with the current legislation may have a building, facilities, transport, equipment, equipment, property of cultural and educational and recreational purposes, cash, stocks, and other securities, as well as other movable and real estatenecessary for the material support of the organization specified in this Charter.
The organization is the owner of the property belonging to it. Members of the Organization are not entitled to the property of the organization.
6.4. The organization can carry out entrepreneurial activities only in the interest of achieving statutory goals for which it is created. Revenues from entrepreneurial activities of the organization cannot be distributed among members of the organization.
6.5. The organization is balance, accounts for statistical and other statements in the prescribed manner. Responsibility for the state of accounting, timely submission of accounting and statistical reporting is imposed on the chief accountant, the competence of which is determined by the current legislation.
7. The procedure for the reorganization and liquidation of the organization
7.1. The organization may be reorganized in the manner defined by the current legislation of the Russian Federation. The reorganization of the organization is carried out by the conference decision.
7.2. The Committee of the Organization makes all the necessary actual legal actions to reorganize the organization in accordance with the decision of the Conference.
7.3. The organization's liquidation is carried out by the conference or by the court decision. The conference establishes the procedure and timing of liquidation. The property and funds of the Organization, which remained as a result of the elimination of the organization after calculations with the budget and creditors, are sent to the authorized goal, and in controversial cases - for the purposes defined by the court decision.
7.4. The information and documents necessary for the implementation of the state registration of the organization in connection with its liquidation are submitted to the body that has decided on state registration of the organization in its creation.
8. Making changes and additions to this charter
8.1. Changes and additions to the Charter introduces a conference.
8.2. The changes and additions to the Charter are approved by at least two thirds of the votes from the number of those present at the conference.
8.3. Changes and additions to the Charter of the Organization are subject to state registration in the manner prescribed by law and acquire strength from the moment of such registration.

3.2. The organization is required:

comply with the legislation of the Russian Federation, generally accepted principles and norms of international law relating to the scope of its activities, as well as the provisions provided for by the Charter of the Organization;

4. C.tamper in the organization, rights and obligations of members

4.1. Membership in the organization is voluntary. Members of the organization can be part of the Russian Federation, which are veterans of the Armed Forces of the Russian Federation, veterans of the Armed Forces of the USSR, veterans of war and military service, veterans of hostilities, veterans from the number of civilian personnel of the Armed Forces of the Russian Federation, as well as public associations - legal entities recognizing the organization's charter participating in its activities that make decisions of the governing bodies of the Organization. The members of the organization cannot be citizens and legal entities whose list is established by the current legislation of the Russian Federation.

Members of the organization have equal rights and carry equal duties.

4.4. An organization member may consist of only one regional office at its place of residence. Primary accounting of the members of the organization is carried out by the Regional Office Committee or the Committee of the Local Branch in the presence of a local branch on the basis of written applications of the events. Committees of regional (local) branches are responsible for the timeliness of their provision to the Council of the Organization.

The procedure for paying membership fees and their size is determined by the Council of the Organization.

Members of the Organization are entitled:

4.7. Members of the organization are required:

do not perform actions discrediting the organization.

4.8. By the decision of the Council of the Organization to members who made a significant contribution to the fulfillment of the statutory goals facing the organization, the title of an honorary member of the organization may be assigned. Honorary members of the Organization may be present at all conferences of the Organization with the right of a deliberative vote, to participate in all organization events.

4.9. Membership in the organization does not impose any restrictions on its members in the sphere of their public, professional, industrial, commercial and other activities.

Here are briefly our results. They are real and tangible. I would like to note that they became possible as a result of the atmosphere of close cooperation and cooperation, if you want - fraternal friendship between military administration authorities, members of our council and heads of structural units of our entire organization.

Of course, speaking positive, it is impossible not to mention the existing flaws, which, unfortunately, take place.

The first is the low activity and the beneficiality of a number of our regional and local offices.

Some of them are small in their composition, do not have the row of their ranks.

Others do not have their own face. All events are mainly carried out together with representatives of other all-Russian organizations. They themselves do not perform initiators of interesting cases.

Third - they have no business contact with the heads of garrisons, commander of military units, military schools, employees of military commissariators, especially with deputy officials on working with personnel, assistants of commander of military districts, military commissars of the constituent entities of the Russian Federation on working with veterans. As the saying goes: "Cooked in its own juice."

Fourth - not use in their work the strength of generals - inspectors. Do not plan to jointly participate in educational work with military personnel, young people in schools, other educational institutions.

In this regard, I would like to say that much of the above depends on the personality of the head of the regional or local branch itself. If he is inert, without wanting to work in the organization, then there will be no good things.

Therefore, the issues of the selection of initiative and business people for leadership positions who know how to rally the teams of veterans, the lead of them for themselves is the task of paramount importance.

And here the role of the heads of garrisons, military commissars and their assistants to work with veterans of all levels are great. It was them that together with our Council should take care of improving the quality of the work of the veteran organizations of the armed forces in the field.

The Minister of Defense set the task to make the veteran organizations of the armed forces with exemplary, most active and meaningful. And we need to fulfill this task with common efforts.

The second is an improvement in the work on the task assigned by the President of the Russian Federation to strengthen the patriotic education of young people. From this, as is well known, the future of our country depends.

As already noted in the report, there is a lot of ones on this issue, but also enough reserves.

For example, in the work on the upbringing of patriotism, the emphasis is more on work in schools, universities, etc. And much less can be seen veterans in military units, military-educational institutions, which, apparently, is caused by their remoteness.

There are reserves and mentoring issues, assisting young officers, contract soldiers in the formation of new positions, mastering the advanced methods of organizing classes on combat training and the educational process.

All this is more relating to local veteran organizations, that is, those who are closest to the objects of education.

And one more question. As you know, a great deal of work on the organization of UNARMEY movement is held in the Ministry of Defense.

The first, but big steps have already been made. About them in print regularly reported. Now we need to fill this good business to interesting events, take care of the increase in the quantitative and qualitative composition of the movement.
