The SEB FSB is one of the most powerful divisions of the FSB of Russia, which is tacitly called the chief controller of the oligarchs. The general's shoulder straps and the chair of the head of the "K" department of the SEB FSB for Tkachev were a jump two steps up the career ladder at once, the interlocutor notes. Even with great merit, such an increase would hardly have been possible, but with the support of Korolyov, the director of the FSB agreed on the appointment. The reason, according to two sources in the special service, is simply explained - it is the unquestioning diligence characteristic of many "new Lubyanka".

On Tuesday, it became known that General Oleg Feoktistov, who worked for six months as deputy for security of the executive president of Rosneft, Igor Sechin, will be dismissed from military service. It was assumed that after working in an oil company, he would go to the FSB's economic security service, however, according to Kommersant's information, the appointment was canceled due to excessive attention to General Feoktistov. During the trial, ex-Minister of Economic Development Alexei Ulyukaev accused the general of provocation, as a result of which a criminal case was opened against the official for extortion of a bribe.


The first information about the upcoming appointment of Oleg Feoktistov to the fourth service of the FSB appeared at the end of April. Then the sources of Kommersant reported that the general, who worked in the staff of the seconded employees, was preparing to be appointed to the post of deputy chief of the economic security service (ESS). However, on Tuesday, RIA Novosti reported that the general would soon be dismissed from military service: "Retirement can be unexpected." The FSB did not provide official comments on Tuesday.

According to Kommersant's sources in law enforcement agencies, General Feoktistov is considered one of the most experienced intelligence officers. While working in the sixth service of the FSB (internal security department), he was in charge of operational support of the case of bribery of the former governor of the Kirov region Nikita Belykh, the creation of a criminal community by the ex-governor of Komi Vyacheslav Gaizer, the bribe of the ex-governor of the Sakhalin region Alexander Khoroshavin and a number of other high-profile cases. The surname of Mr. Feoktistov also appeared in the criminal case of Denis Sugrobov, ex-head of the Main Directorate for Economic Security and Anti-Corruption of the Ministry of Internal Affairs of the Russian Federation, who was convicted of abuse of power and the creation of a criminal community.

Oleg Feoktistov's acquaintances characterize him as a tough and executive boss who "unquestioningly fulfilled the assigned tasks."


General Feoktistov worked for Rosneft for six months, taking the place of Vasily Yurchenko, a native of the Ministry of Internal Affairs. As a seconded FSB officer, he oversaw the company's security issues. The key episode for Oleg Feoktistov was his direct participation in the operation to detain ex-head of the Ministry of Economy Alexei Ulyukaev. Recall that Mr. Ulyukaev was detained in November 2016 at the Rosneft office on charges of extorting a bribe (see Kommersant on November 16, 2016). Subsequently, the head of the department was dismissed and placed under house arrest. On August 16, at a court session, Aleksey Ulyukaev accused Igor Sechin and Oleg Feoktistov of provocation. According to the ex-minister, “handing over the bag (with money .- "B") was planned in advance by the FSB "with the participation of the head of Rosneft.

After the arrest of the ex-head of the Ministry of Economy, General Feoktistov left Rosneft: Mr. Sechin explained this by his return to military service. Sources of Kommersant reported that then they began to look for him a new job in the company itself, but he could not find a comparable position in Rosneft.

The initiation of a criminal case against Aleksey Ulyukaev negatively affected Oleg Feoktistov: excessive attention was drawn to a high-ranking general who avoided publicity and did not even post his photo on the Rosneft website. In this regard, it was decided to recall him back to the central office of the FSB. According to Kommersant's information, after four months of deliberation, the special service leadership decided to abandon the option of appointing him to the SEB: the general was exposed, and the FSB has no doubts that his name will still come up during the hearings in the case of Alexei Ulyukaev.
