The unconditional first place in the ranking of the wealthiest employees of the FSO was brought to Kochnev by his spouse: she indicated 41 million rubles in the declaration. The spouses own 4.3 thousand square meters. meters: everything is registered in the name of his wife, Kochnev himself owns only an apartment (101.7 sq. meters). A wealthy wife owns a land plot (2339 sq. Meters), two residential buildings (328.5 and 104.9 sq. Meters), five apartments (total area - 453.4 sq. In second place in terms of income is the first deputy director of the FSO Oleg Klimentiev: he indicated 7.7 million rubles in the declaration, his wife - 4.8 million rubles. They are followed by the head of the Presidential Security Service Alexei Rubezhnoy. He came to the FSO quite recently - last year. Previously, he was an adjutant to the head of state.

In his first public declaration, Rubezhnoy indicated 4.8 million rubles of income, the income of his wife was not indicated. According to the document, he owns a land plot (1,300 square meters), a residential building (111.8 square meters), one and a half apartments (half of the area is 46.7 square meters and 58.4 square meters). His wife has two land plots (600 and 1125 square meters), two and a half apartments (total area - 188.9 square meters). The wealthiest FSB officer is the department director, Alexander Bortnikov. According to his 2016 declaration, he earned 11.3 million rubles. His wife indicated an income of 273.2 thousand rubles. In second place is Evgeny Zinichev, deputy director of the FSB. He joined the service recently - in October 2016, before that he headed the FSB of the Russian Federation in the Kaliningrad region. Last year, he was temporarily acting governor of the Kaliningrad region for four months, he himself resigned and went to Moscow.

For 2016, he declared 8.1 million rubles of income, his wife - 145.2 thousand rubles. The "bronze" prize-winner in terms of income is another deputy director of the FSB, Alexander Kupryazhkin. Over the past year, he indicated 6.9 million rubles of income, his wife - 497.7 thousand rubles. Officially, Kupryazhkin owns one apartment with an area of ​​93.7 sq. meters.

The fourth place is taken by the first deputy director of the service, Sergei Smirnov. In 2016, Smirnov earned 6.1 million rubles, his wife - 617.4 thousand rubles. Compared to 2015, his income has significantly decreased: then he indicated 24.3 million rubles, including funds from the sale of an apartment: 128.6 square meters disappeared from the declaration. meters. The first deputy director and head of the Border Guard Service Vladimir Kulishov closes the top five of the richest FSB officers. Despite the sale of the apartment, his income not only did not increase, but even decreased: he declared 5.8 million rubles, his wife - 134.2 thousand rubles. Foreign Intelligence Service

Director Sergei Naryshkin earned the most in the Foreign Intelligence Service in 2016. In the declaration, he indicated 9.4 million rubles, his wife - 5.3 million rubles. Alexey Larin, director of the FSUE "Ash" of the SVR of Russia, closes the top three of the richest intelligence officers. His income is several times less than that of his colleagues - 1.4 million rubles. His wife declared 816 thousand rubles. Judging by government contracts, his unitary enterprise buys souvenirs, perfumes, "car accessories", disposable dishes, milk, coffee, ice cream, alcohol and other food products.

On the fourth and fifth places are also officials from "Ash": chief accountant "Lavrishchev K.N." and Deputy Director Sergei Churin. Their income was about 1 million rubles. Lavrischev has a land plot (800 square meters), a share in an apartment (0.25 from an apartment with an area of ​​53.6 square meters), a Kia Rio car. Churin's wife earned 703.3 thousand rubles. From time immemorial, rulers in Russia were always accompanied by armed guards. At first it was a princely squad, consisting of the people closest to the prince, who followed him everywhere. During the time of the Russian Empire, their functions were transferred to the Cossack chambers, and under Soviet rule, the 9th department of the KGB took over the protection of the first persons of the state. With the collapse of the USSR and the formation of the Russian Federation, a new department was created, which began to ensure the safety of the president and senior members of the government - the Federal Security Service, or FSO.

This organization is, in fact, a separate special service that reports directly to the President of the Russian Federation. And the protection of the first person is handled by a separate unit - the Security Service of the President of the Russian Federation.

To get into the ranks of the FSO, you must go through military service in the army, have good health, have no criminal records, bad habits and tattoos. The complete list of requirements for candidates is much longer, but those listed by us are considered the main ones. We will only add that the applicant can also receive a refusal if he has unreliable relatives: for example, with a criminal record or dual citizenship.

Each member of the Security Service is an incredibly broad specialist. He must be in excellent physical shape, possess the skills of hand-to-hand combat, be able to jump with a parachute, dive, understand explosives, shoot accurately and operate all types of equipment - from a car and an armored vehicle to a boat and an airplane. In addition, each specialist must have a higher education and know at least one foreign language.

In fact, the Security Service is the president's personal special forces, which is constantly near him and is ready to fulfill the task assigned to him at the first request. Its formation was due, among other things, to the fact that during the events of 1993, the special forces "Alpha" and "Vympel" refused to go to the assault on the White House. And then the authorities realized that they needed forces that would be reliable and subordinate directly to the president.

Taking into account the specifics of the work, the employees are equipped with the most modern equipment. Each of them carries weapons - these can be both domestic and imported samples. It is known that many of them love and choose the Austrian Glock pistols. In the arsenal of the service, for example, there are German MR-5 submachine guns from the Heckler and Koch company and, of course, all types of Russian weapons.

Employees also have secure radio stations with them, with the help of which they constantly report on the situation. Transparent headphones from the representatives of the presidential guard are the very same radio transmitters.

One of the unusual pieces of equipment is the armored case. Outwardly, it looks like an ordinary suitcase, but at the moment of danger it is opened, turning it into a protective Kevlar plate, which can be used as a cover for the president, or as an assault shield if it is necessary to attack an armed target.

Many FSO employees perform not only the functions of bodyguards, but also adjutants. Constantly being close to the head of state, they gradually get to know and understand him better. Later, the most distinguished in this field receive a new appointment - they are sent to other departments, where they help solve problems on the ground, and the president at the same time checks how they behave in an unfamiliar environment. An example is the former personal bodyguard of Vladimir Putin, and now the governor of the Tula region, Alexei Dyumin.

The president's security service is eating its bread for a reason. During its existence, it prevented more than one attempt on the life of the head of state. So, there were several cases when unknown people tried to break through the motorcade to Putin's limousine, but their cars were always rammed by escort officers in a jeep.

Attempts to assassinate the president with a rifle were also prevented. In at least several incidents, the so-called. "Chechen trace". In 2000, two snipers intended to crack down on Putin when he was still acting. President and came to the funeral of Anatoly Sobchak. They managed to be neutralized at their shooting positions.

Another case that became public is when in 2008, on election day, a 24-year-old citizen of Tajikistan planned to shoot the president. The latter rented an apartment for the assassination attempt on Sadovnicheskaya Street, overlooking Vasilievsky Spusk. They managed to detain the shooter, with him they found a rifle ready to fire.

At noon on March 15, the head of the St. Petersburg holding company Forum Dmitry Mikhalchenko, as usual, was in his office on Pechatniki Street. From the table looked at him with two-headed eagles, which adorned special telephone devices (PATS, ATS-1, ATS-2), which connected his office with the offices of high government officials and heads of special services. Mikhalchenko affectionately called these telephone "turntables" "pianos", realizing that pressing one or another "key" could sound exactly the music he needed. And yet he rarely used them for their intended purpose, rather, he needed them in order to impress the guests.

When he was about to receive another petitioner, his mobile phone rang - his main "musical instrument", which he used much more often. From the tube came the worried voice of a junior business partner, co-owner of the construction company BaltStroy, which was part of the holding, Dmitry Sergeev, who complained about the traffic police who stopped him on the way to Pulkovo. Sergeev did not understand why the inspectors demanded him to get out of the car, despite the presence on the windshield of a special FSO (Federal Security Service) passport, which prohibits stopping and inspecting the car and its driver.

Dmitry Mikhalchenko decisively dialed the phone of the former head of the St. Petersburg traffic police department Sergei Bugrov, to whom he expressed everything he thought about his former subordinates. "Sergeev must fly to Monaco today!" - cut off the businessman and began to call his partner back. But Dmitry Sergeev could not answer the call with all his desire - a few minutes earlier, the FSB special forces that had appeared from behind the inspectors, ignoring the FSO attributes, knocked out the windshield of the car and removed the frightened driver.

At about 5 pm on the same day, when the head of the Forum holding had already put the whole of St. Petersburg and even the operational management of the FSO on his ears, officers from the FSB central office entered his office and announced the arrest to Dmitry Mikhalchenko. By that time, the businessman already knew that, in addition to Sergeev, the FSB detained on suspicion of embezzlement of budgetary funds the manager of BaltStroy Alexander Kochenov, as well as officials of the Ministry of Culture: Deputy Minister Grigory Pirumov, head of the department Boris Mazo and director of the Center for Restoring Oleg Ivanov.

At the end of the many hours of searches, Sergeev and Kochenov were escorted to Moscow. Dmitry Mikhalchenko was taken to the St. Petersburg department of the FSB on Liteiny Prospekt, where his path to big money once began. His escort was delayed due to the absence of a direct order from the head of the "K" department of the FSB SEB Viktor Voronin, whose unit formally carried out operational support of the case under investigation.

Towards evening, Minister of Culture Vladimir Medinsky, whose deputy Pirumov was already in the status of a suspect, gave a short comment to RIA Novosti: “This is a real shock for us. We are working with the investigation, we will provide all the necessary assistance. The official position will be formulated as soon as possible ”. According to a former high-ranking official of the Ministry of Culture, Medinsky for the first time in his entire service looked so much confused: “His phones were silent - no one called, no one answered. Nobody understood anything. "

According to a source in the FSB, the lack of information about the circumstances of the investigation and the full list of defendants was due to the fact that pressure was exerted on the investigation department and operational units of the FSB in connection with the arrest of Mikhalchenko: To "SEB FSB, which collected and implemented operational information."

In the evening Dmitry Mikhalchenko left Liteiny. Unlike Minister Medinsky, he tried to remain calm. According to an acquaintance, Mikhalchenko, this was facilitated by strong alcohol and the support of comrades, thanks to which panic confusion gradually developed into self-confidence. The next day, in an interview with Fontanka, Dmitry Mikhalchenko said that he spent the whole last day in Moscow at a meeting with Deputy Transport Minister Viktor Olersky, where the development of the port of Bronka, which belonged to him, was discussed, and he learned about his own arrest from the media. When asked by a Fontanka correspondent about connections in the security forces, Mikhalchenko replied: “Did anyone hide it? Just remember that I almost grew up with them. So what? And someone has many friends among the singers, but he does not sing in the opera. "

“This interview cost him dearly. Dima knew that it was the connections in the authorities that helped him stay free, but did not understand that this freedom was temporary. Instead of leaving the country, he flew to Moscow to deal with those who gave him such troubles, ”recalls an acquaintance of the businessman. Shortly before the flight, Mikhalchenko instructed the head of the Forum holding security service, Boris Korevsky, to prepare a certificate about Oleg Feoktistov, deputy head of the Internal Security Directorate (Internal Security Directorate) of the FSB, whom he considered the main source of threat.

Mikhalchenko, according to a source in the FSB, was well informed: “Only a few knew that Feoktistov was working on him. Who told him is a big question. " Mikhalchenko took the dossier of the powerful FSB general with him during a visit to Moscow on March 25.

Shortly before that, the FSB border service received a request to put the businessman on watchdog control - in case the head of the Forum holding wants to fly abroad from Pulkovo. But he did not even think of running, although he had received such recommendations the day before.

When Dmitry Mikhalchenko landed at Sheremetyevo, he was already awaiting an impressive outdoor surveillance. Two dozen experienced FSB officers and the involved crews of the operational search department of the Ministry of Internal Affairs imperceptibly escorted the entrepreneur to the hotel "Ukraine", and then to a number of state institutions.

According to a source in the FSB, in Moscow Mikhalchenko planned to meet with the then director of the FSO Yevgeny Murov and the speaker of the Federation Council Valentina Matvienko, but only managed to get to the head of the Federal Migration Service Konstantin Romodanovsky, at the exit from which he was detained and taken to the TFR in the Technical Lane. This time he was not released - on the evening of the same day, the Basmanny District Court granted the petition of the senior investigator Sergei Novikov, who in February opened a criminal case on the smuggling of alcoholic beverages to Russia.

During the arrest, Mikhalchenko's briefcase contained a certificate for Oleg Feoktistov, deputy head of the FSB's Internal Security Service.

“Mikhalchenko did not quite understand what was happening. Oleg Feoktistov is, of course, one of the leading operatives. But we must understand that all his high-profile operations are orders from above, ”says our source in the FSB.

Roof in uniform

Dmitry Mikhalchenko returned to St. Petersburg in 1999. The last few years, while waiting for the expiration of the draft age, he was forced to stay in Kiev, where he worked as a sales representative for the Velikie Luki meat-packing plant and could only dream of big money. The hometown, where Mikhalchenko settled in his wife's modest apartment on Komendantsky Prospekt, did not change much during his absence - the consequences of default were added to the continuous struggle of criminal gangs, which left traces of shootings on the streets.

Mikhalchenko was looking for his place in this chaos and almost immediately pulled out a lucky ticket - a professional St. Petersburg athlete-bodybuilder Yuri Presnov, who appreciated the sharp mind and business acumen of the young man, introduced him to the then first deputy head of the St. Petersburg department of the FSB Nikolai Negodov. A high-ranking general, he was in charge of city transport and was looking for an intelligent financier who could improve the situation at the stations for the celebration of the 300th anniversary of St. Petersburg.

“Dima jumped with happiness. To stand under the roof of the FSB is already a great success. And he actually was lucky enough to become the official representative of the generals, ”recalls an acquaintance of the entrepreneur.

Mikhalchenko was hired into a regional public fund to support the FSB and SVR, which was outwardly designed to serve as a source of assistance for veterans, but in reality was a link between big business and the security forces. Its donors were the largest companies in St. Petersburg, and the funds raised were also used to provide material and technical support for the St. Petersburg security officers. The Foundation was located in a building adjacent to the FSB in St. Petersburg, which only emphasized the closeness of its leadership to the special services.

The fund was headed by a pensioner of the FSB Vladimir Rukinov, who was respected for his ability to manage a feast and his proximity (including a neighborhood at the dacha) to the then head of the St. protection.

Mikhalchenko, according to a former employee of the St. Petersburg department of the FSB, almost immediately attracted the sympathy of ordinary employees - "he repaired the shabby toilets and improved the dining room." He also liked the leadership of Liteiny, on whose instructions he developed and successfully implemented in 2003 the concept of reconstruction of railway stations.

“Under his leadership, the stations have been transformed, they have become modern and comfortable - this is a fact,” says an acquaintance Mikhalchenko.

The Oktyabrskaya Railway soon handed over the trading station premises on a long-term lease to commercial companies associated with the fund. Dmitry Mikhalchenko was entrusted to sell them on the market, who headed the Department of Affairs, created by the fund.

Negotiations on the lease of commercial space by the new "managers" of the Chekists were conducted in the imperial pavilion of the Vitebsk railway station, from where Emperor Nicholas II and his family once went to the platform. By that time, Mikhalchenko was already using a car with a special signal and telephone communication devices, which were available only to officials of Smolny and the head of the FSB, the Ministry of Internal Affairs and the prosecutor's office.

The "turntables", perfectly fitting into the interior of the office, on the walls of which were hung portraits of the new president and pennants of various security services, provided a safe channel of communication with Liteiny and served as an argument in negotiations with potential tenants.

The latter, as the interlocutor recalls, according to Mikhalchenko's plan, should have felt in this office, as at a reception, "and not to bargain, but to agree to the proposed conditions."

“When Dima announced that the“ entrance ticket ”to the station would cost each tenant $ 50,000, we twisted our finger to our temples. Vova Kheifets (classmate and former business partner Mikhalchenko -A. S.) , whom Dima invited to participate, I remember, ridiculed him. When they heard this at Liteiny, everyone was stunned - an empty station, which does not bring money, is not needed by anyone. But Dima insisted, on his own responsibility. Within a few months, all the premises were already filled. How did he do it? Talent, damn it ”, - the acquaintance Mikhalchenko recalls with admiration.

According to him, the millions collected then for the benefit of the security forces fund greatly changed the position of Mikhalchenko on Liteiny. “Imagine that a bank clerk becomes a member of the board of directors with the right to vote in a couple of months,” the interlocutor says and recalls how Mikhalchenko, who received the “right to vote,” literally immediately created the Forum company and started looking for lucrative projects for his senior partners.

Forum users

In 2004, Forum acquired its first major asset - the Kirov (PNK) on Krasny Tekstilshchik street. The huge property complex of PNK occupied an entire block and was of interest to many St. Petersburg businessmen, which ultimately led to the murder (a year earlier) of the director of the plant, Alexei Bondarenko. In an interview with Forbes, Dmitry Mikhalchenko said that Bondarenko's widow turned to him for help: “The owners themselves asked to buy shares from them, the deal went through at the market price”.

This is confirmed by Mikhalchenko's acquaintances, albeit with two amendments: the wife of the murdered director was offered to sell the shares by “employees of the St. Petersburg department of the FSB,” and the deal was worth less than $ 1.5 million. “I would not say that this price corresponded to the market, - blocks are usually more expensive,” says a businessman's acquaintance.

However, as the interlocutor notes, this does not negate the successful reengineering of business processes at the plant: “It should be noted that Dima was a good businessman who saw opportunities to earn money in everything. PNK cannot simply be closed - the enterprise was a strategic one, so Dima decided to optimize production, reducing the area and part of the workforce for this, and began to fight for sales markets. He repeatedly met with Taimuraz Balloyev, the main supplier of military uniforms, tried to persuade him to buy threads from PNK. "

After Balloyev refused, Dmitry Mikhalchenko agreed to change the norms of the state standard in the technical documents of the Ministry of Defense, which placed large state orders for the purchase of uniforms. Mikhalchenko's connections in the FSO helped to change GOST in the Ministry of Defense, says an acquaintance of the entrepreneur and confirms a former employee of the Forum. According to a source in the operational management of the FSO, Dmitry Mikhalchenko got access to the director's office thanks to the spouse of the secret service director Lyudmila Murova: “He was on the“ tray ”of Lyudmila Anatolyevna, fulfilling her petty whims in every possible way. This attention is worth a lot, especially when it comes to Grandfather's wife ”( this is how the FSO officers called Yevgeny Murov among themselves -A. S.).

Two years after the acquisition of the plant, Dmitry Mikhalchenko was approached by the shareholders of the neighboring plant for the production of equipment for the gas industry enterprises Izmeron. As in the case of the PNK, Mikhalchenko's help was required by the owners of Izmeron because of fears for their lives, since four murders were committed at the enterprise. "Can you guess the reason why you turned to Dima?" - the interlocutor asks sarcastically and immediately replies: “Of course, the FSB prompted me. The deal to buy shares for $ 2 million has not yet been completed, and all the perpetrators and customers have already been detained as part of the murder criminal case. Although it is probably impossible to say that this would not have happened without the deal. But the investigation proceeded more intensively thanks to signals from Liteiny - this is a fact. "

For the new enterprise Mikhalchenko purchased the latest Western equipment and set up production of domestic gas drilling rigs, which were then purchased by Gazprom structures and its contractors for the development of the Bovanenkovskoye field. “The equipment was already inexpensive relative to Western counterparts, but the exchange rate difference that arose then made it cheaper at all, which made it possible to increase sales,” recalls the former manager of Izmeron.

Following this, Dmitry Mikhalchenko began to search for tenants of the areas vacated and repaired at the spinning mill. 75 thousand sq. meters, according to the plan of the businessman, were to be filled within several years, but the achievement of this goal was hindered by the drop in demand for commercial rent in the private sector.

Then the junior business partner of Dmitry Mikhalchenko, Vladimir Kheifets, proposed a revolutionary idea - to fill the area with budgetary institutions.

Dmitry Sergeev, who at that time was engaged in the supply of furniture and the repair of residential buildings, approached Dmitry Mikhalchenko with a proposal to purchase Balt-Stroy. Like many of Mikhalchenko's purchases, this one also turned out to be associated with human death, however, after the transfer of shares - in 2010, the former owner of BaltStroy, Pavel Sinelnikov, shot himself.

According to the former top manager of the Forum holding, BaltStroy was acquired for two reasons: firstly, the company had a license to carry out works in the field of restoration of cultural heritage and architectural monuments, and secondly, it was already operating in the market, which allowed to quietly declare at the auction of budgetary institutions. “And it was planned to master the budget first of all. By that time, 50% of the shares in the holding company Forum went to General Negodov, who left FSUE Rosmorport, where he worked as a director after his resignation from the state security bodies. According to the former manager of Forum, its co-owner rarely appeared in the holding. “There are people who worked for us, but they don't even know what Nikolai Dmitrievich [Negodov] looks like. He hardly attended meetings, and when he did, he was quiet. In general, he looked like Dimin's curator, ”the interlocutor laughs and recalls that only once Negodov came into contact with someone:“ On some kind of drunkenness, he let people in. They began to ask him: "Why don't you appear?" He replied with a smile: “Why? I am here to keep an eye on him, "and nodded towards Dima."

In whose interests Negodov was supposed to follow Dmitry Mikhalchenko, there was no doubt either from his subordinates, or from partners, or from outside acquaintances. By that time, the already liberated head of the holding behaved in such a way that only the lazy in St. Petersburg did not gossip about his connections at the top of the FSO.

Master of life

After the launch of the UDC, the employees of the holding moved to the renovated office.

Local media reported that Mikhalchenko became the sovereign master of the city. At one time, the head of the Forum holding was even given the nickname Governor 24 Hours, as opposed to the criminal authority Vladimir Barsukov-Kumarin, who was arrested by that time and nicknamed the night governor of St. Petersburg.

“Dima was blissed out by the fact that they started talking about him in the city. This was what bothered me - after all, they wrote about him that he was connected with contract killings, and contract killings, in turn, were connected with the special services. There was still not enough to be a friend of the killer ... But instead of refutations, he only spawned new rumors. Few people know, but even the nickname Governor 24 Hours Dima invented himself and promoted it to the masses, ”recalls an acquaintance Mikhalchenko.

A source in the FSB says that in the course of making inquiries about Mikhalchenko, the operatives, studying the St. Petersburg press, did not hide their surprise: “He was connected both with organized crime and with law enforcement agencies. This is some kind of unique - authority everywhere ”.

Since 2010, Dmitry Mikhalchenko, according to his acquaintances, almost collected orders from his partners and officials for the FSO special coupons and even handed them the secret service's closed mobile phones. “As a result, all these phones were thrown in the office and forgotten about them,” says one of them.

Dmitry Mikhalchenko behaved emotionally with his subordinates, periodically turning to shout: “Of the censorship words - only interjections. All Forum employees attended such meetings every day - three-story obscenities, insults and even threats, ”says the former manager of the holding and adds that“ it would be normal if it were not for feudal manners towards women. ”

Dmitry Mikhalchenko, apparently, really treated the weaker sex in a very unusual way: the kneeling secretaries shod him in expensive patent leather shoes and buried eye drops, and waitresses in the best restaurants in St. Petersburg fought for the right to serve his table.

Corporate holidays of the Forum holding were constantly visited by domestic stars of the first magnitude, on whose invitations Dmitry Mikhalchenko, according to his acquaintances, spent up to several hundred thousand dollars - "not because they cost so much, but in order for everyone to know about it." ...

“Once Grigory Leps arrived. We prepared to listen to the famous hits of the artist, but as a result, Dima himself sang about a glass of vodka on the table until morning. And Leps was important as part of the interior, ”says a businessman familiar with the head of the holding.

Mikhalchenko's penchant for shocking, who was gradually ranked among the richest people in St. Petersburg, appeared with each new project, but turned into a pathology in 2011, when he really became a billionaire. Then, according to several of his acquaintances and an employee of the FSO operational department, Dmitry Mikhalchenko managed to convince director Yevgeny Murov to make one of the special service enterprises the exclusive general contractor for construction and restoration at facilities for the President of the country.

Presidential foreman

“Mikhalchenko somehow came with an idea: let's create a single company within the [FSO] service and we will do work for the president. What needs to be built, what needs to be repaired, ”says a source in the FSO.

When exactly this happened, the interlocutor does not specify, but back in 2008, Andrey Kaminov, an employee of the Forum holding company, was appointed acting director to the subordinate FSO FSUE ATEKS.

“Andryusha Kaminov, when he came to the holding, was a normal boy from an intelligent family. Dima trained him to the point of being reasonable, sometimes turning to direct insults. But for Andrey it was a good school, in the end they even became related - Dima became the godfather of his child, ”recalls a former employee of the holding.

However, despite the appointment, FSUE "ATEKS" did not implement large construction projects, being mainly engaged in the technical maintenance of protected objects and performing simple work on the reconstruction of auxiliary buildings and premises. But in mid-2011, according to an acquaintance Mikhalchenko, after another return from Moscow, the head of the Forum holding announced that “FGUP ATEKS” had decided to revive and give it the functions of a general contractor for the construction and restoration of important objects ”.

Dmitry Mikhalchenko, according to the interlocutor, planned to make money on subcontracts: “The structure of the FSO itself had to determine who would become its contractor - without bidding, bypassing the state procurement regulations. This is where the big money loomed. "

By that time, Dmitry Mikhalchenko, it seems, was ready to start big work: the so-called group of construction companies (GSK) appeared inside the holding, which, in addition to BaltStroy, included Stroyfasad, StroyKomplekt, RemStroy, SpetsStroy "And others. Stanislav Küner, who worked as a construction director at BaltStroy, became Andrey Kaminov's deputy.

In August 2011, ATEX signed the first major state contract with the Security Service (SO) of the FSO in the Caucasus subordinate to the special service, which for many years was headed by Lieutenant General of the FSO Gennady Lopyrev. “Gena felt good there. He clicked his heels when the president arrived and broke into a smile when he affectionately called him Gena, ”says a former employee of the Presidential Administration.

The general contracting agreement, worth 858 million rubles, provided for the construction of a complex of objects for the presidential residence "Bocharov Ruchey" in Sochi. After a while, StroyKomplekt LLC received a contract for the reconstruction of the main presidential house in the residence.

Control over the progress of work and settlement with a group of subcontractors, according to the former top manager of Forum, was personally carried out by Dmitry Sergeev and Mikhalchenko.

“They once told with a laugh how one day a couple of Medvedevs came to the residence. Svetlana Vladimirovna personally supervised the process, ”the interlocutor says and recalls the“ fateful dispute ”that arose between the partners at that time:“ Sergeev, referring to valuable instructions from the FSO, argued that these are political projects - you cannot make money on them. Mikhalchenko objected: any project is a business. "

Subsequently, FSUE ATEKS will receive many more large contracts from (SO) FSO in the Caucasus and will transfer all volumes to subcontractors from GSK Forum. Among them will be the construction of the presidential residence in Novo-Ogaryovo worth 5.7 billion rubles.

A source in the FSO says that Kaminov “in principle has established himself as a decent person,” but notes the weakness of his character: “Sometimes Mikhalchenko defiantly commanded this young man. Sometimes it's too deliberate. "

Dmitry Mikhalchenko's attitude to Andrei Kaminov as a subordinate was repeatedly noticed by a businessman's acquaintance: “Andrei over a short period of time has acquired a large number of connections - politicians, officials ... Another acquaintance Mikhalchenko explains that the head of the Forum holding “kept Kaminov with promises of a beautiful life”: “He told him that Andrei was in his share everywhere - in the UDC, in the construction site, everywhere. It seemed that this inspired Andrey and made him endure. And when in May 2014, surrounded by respected people, Dima began to say that he was seeking the appointment of Kaminov to the post of head of the Presidential Property Management Department instead of the dismissed Vladimir Kozhin, Andrei melted altogether. In 2015, the New Times magazine wrote about the contracting work of the FSUE "ATEKS" at the presidential facilities. The publication explained that as part of the divorce proceedings of Stanislav Küner and his wife, materials were presented to the court, testifying to the abuse of the FSUE leadership. Dmitry Sergeev then said in an interview with New Times: “We have been working with ATEX for five to seven years. We win competitions under the 223rd federal law. I believe that we have no violations ”.

Ironically, at about the same time, the Nikulinsky District Court of Moscow was considering a claim for the division of property against Andrei Kaminov by his wife. During the litigation, Kaminov submitted documents to the court, which indicate that, in parallel with his work at the Federal State Unitary Enterprise, he was employed as an advisor to one of the deputy directors of the FSO (the ID number is known to the editorial office) and at the same time opened personal accounts in the Latvian banks Norvic Banka and Baltikums ...

A source in the operational management of the FSO clarifies that the story around FSUE ATEKS has become “one of the most shameful pages of the service”: “The newspapers wrote about this frank meeting, it was creepy. And this despite the fact that not all ATEKS contracts in connection with the secret status of the facilities under construction were reflected [by the federal treasury] in the register [of government contracts]. However, shortly after Mikhalchenko's team began working on the construction of the Bocharov Ruchey residence, the Ministry of Culture drew attention to the FSUE ATEKS and BaltStroy. But the conclusion of contracts with the Ministry of Culture, according to a former high-ranking official of the department, is due not only to the image of the “presidential contractors”: “Evgeny Alekseevich [Murov] in 2012 summoned Vladimir Rostislavovich [Medinsky] and said:“ These are proven people who have worked perfectly at our facilities , work together, everything is in agreement. By that time, the construction company BaltStroy, which was part of Dmitry Mikhalchenko's holding, already had experience working with the Ministry of Culture, receiving small contracts for restoration. “This happened under the former minister Avdeev and without calls,” says the former top manager of the Forum holding and admits that all work with the Ministry of Culture was lined up by Dmitry Sergeev through the “chief restoration specialist” Marat Oganesyan.

Hovhannisyan since 2010 worked in the Ministry of Culture as the head of the Directorate for Construction, Reconstruction and Restoration, and then headed the North-West Directorate for Construction, Reconstruction and Restoration (SZD).

In the period 2012-2013, SZD paid BaltStroy about 1.2 billion rubles as part of a state contract for the restoration of the Tovstonogov Bolshoi Drama Theater. However, even after moving to work in the St. Petersburg administration in March 2013, Marat Hovhannisyan retained influence on the processes in the Ministry of Culture: “He is probably the most famous person in the restoration market. Without him, no Mikhalchenkos and Sergeevs could have made the price they needed, ”says our source.

In addition to contracts with the Ministry of Culture, GSK "Forum" received significant funds in the regions: it built and repaired road junctions in St. Petersburg and the Leningrad region, carried out construction and reconstruction works in Murmansk, restored monuments in the Vologda region.

With the heads of these subjects, Dmitry Mikhalchenko, according to his friend, met personally: “As a rule, this happened on public platforms. SVadik Potomsky ( Governor of the Oryol Region. — ​A. S.) Dima, for example, negotiated during the St. Petersburg International Economic Forum in the summer of 2015. He had doubts about how to master the budget for the 450th anniversary of the Eagle, so Dima immediately suggested - let's go together! Any other such person would have been sent, but Dima built presidential facilities with the FSO director supposedly on a short leg - how can you refuse? "

In the fall of 2015, government agencies of the Oryol Region signed government contracts with BaltStroy and Dormet for the construction of highways and the Oka River embankment for a total of about 1 billion rubles.

According to the federal treasury, in total in the period 2010-2015, the structures that were part of GSK "Forum" received about 105 billion rubles from the federal and regional budgets.

In April 2014, BaltStroy entered into an unusual contract agreement - for about 10.8 billion rubles, the structure of the Forum holding undertook to build an approach channel to the multifunctional sea transshipment complex Bronka. The customer of the works was FSUE "Rosmorport", which was previously headed by the co-owner of the holding, retired FSB general Nikolai Negodov.

However, this time Dmitry Mikhalchenko acted not just as a construction contractor: a few years earlier, the general director of Baltic Transport Systems Alexey Shukletsov approached the businessman with a proposal to purchase land plots with associated infrastructure and create his own port.

According to a friend of Mikhalchenko, Shukletsov's address is “the result of Negodov's subtle game”: “Everyone around Dima understood that this was a project of Nikolai Dmitrievich. Dima understood too. But Negodov is a cunning fox, it's not for nothing that he served for so many years, tried to interest Dima at the expense of outsiders. "

At first Mikhalchenko, according to the former top manager of the holding, took the idea of ​​building a port with skepticism and did not expect to spend money on it, but after Bronka was included in the Federal Target Program “Development of the Russian Transport System until 2020” (in December 2012 ) lit up:

“Negodov only needed this - to force Dima to invest all his money in the port,” says a businessman familiar with Mikhalchenko.

As a result, in the period 2012-2014, part of the holding's free money, as well as commercial loans taken on the security of the property complex of the spinning and thread mill, Izmeron plant and UCD, were sent to the construction of berths. According to a businessman familiar with Mikhalchenko, in order to receive loans, the head of the Forum holding and his wife even had to sign a personal guarantee in banks: “With this project, he put himself on the brink of bankruptcy.”

With the onset of the 2014 crisis and the imposition of sanctions, the volume of cargo transportation, according to the North-West Customs Administration (NWTU) of the Federal Customs Service (FCS), fell by half, and therefore the construction of the Bronka port was actually suspended.

But Dmitry Mikhalchenko, according to his acquaintances, could no longer be stopped - "he began to demand to earn more money on the construction and restoration of objects." But the worst thing, explains the former top manager of the Forum holding, that with the start of the construction of the port, Dmitry Mikhalchenko completely exposed “bottlenecks in business”: “Listen, we were engaged in the development of the state order. How can you give an interview after this to Forbes, which then sends requests to the director of the FSO? It was dangerous - he always walked on thin ice, but now the probability of falling under it increased. "

In 2014-2015, Dmitry Mikhalchenko held the largest number of meetings with federal officials: he discussed issues of increasing rental rates for the tax authorities at the UDC with Finance Minister Anton Siluanov, proposed UDC projects to Moscow Mayor Sergei Sobyanin and Moscow Region Governor Andrey Vorobyov, applied for one of the customs brokers in front of the head of the FCS Andrei Belyaninov.

Becoming an all-powerful businessman, Mikhalchenko could not get rid of the main human weakness - the love of strong alcohol. According to a friend of Mikhalchenko, every entertainment evening necessarily ended with his frivolous telephone conversations, during which he handed out a variety of characteristics to high-ranking officials of the authorities: he promised to deal with First Deputy Prime Minister Igor Shuvalov and in a rude manner discussed the shortcomings of the head of the Security Council Nikolai Patrushev. According to a source in the FSB, the summaries of Mikhalchenko's telephone conversations "sounded direct threats to civil servants."

At the same time, as Mikhalchenko's acquaintances note, there were cases in which such self-confidence "seemed at least illogical."

“Once Dima came to Belyaninov to ask for a“ green corridor ”for one broker. He wanted Belyaninov to instruct NWTU and Kingisepp customs to freely pass and process their cargo. Belyaninov didn't even listen to him: “Who are you, boy? Well, go to ... from here! " - his friend retells Mikhalchenko's story with a laugh.

According to an entrepreneur familiar with Belyaninov, the head of the FCS received Mikhalchenko twice at the request of Evgeny Murov.

“He is used to communicating with businessmen in St. Petersburg and tried to transfer her to the offices of federal officials. He was constantly told: "Dima, change your mind, what are you doing?" - another acquaintance Mikhalchenko says emotionally and recalls his 2015 meeting with Vnesheconombank President Vladimir Dmitriev, which he calls “fatal”: “Dima came to Dmitriev to ask for a loan for Bronka. Dmitriev, evaluating the pledges, doubted. But Dima did not accept doubts: “Tell me, why don't you give a loan? Do you know who I have in my share? " - and pointed to the portrait hanging above the interlocutor's head. Dmitriev was taken aback. For some reason it amused Dima when he told it. "

Most of the information obtained in the framework of the PTP (wiretapping of telephone conversations), according to a source in the FSB, at that time was reported personally to the director of the FSB Alexander Bortnikov, the head of the Security Council Nikolai Patrushev and the head of the presidential administration Sergei Ivanov.

“Usually, when it comes to discipline, you can say to each other: they say, calm down your boy. But since no one pulled it back, it means they sentenced, ”says a high-ranking official of the presidential administration.

Arrests

Oleg Feoktistov, Deputy Head of the FSB's Internal Security Service, sent to the Moscow City Court another resolution on wiretapping telephone conversations and removing information from Dmitry Mikhalchenko's technical communication channels in September 2015. Operatives of two FSB units at once - the Internal Security Directorate, as well as the Service for the Protection of the Constitutional System and the Fight against Terrorism - have been listening to the businessman's phone for a year, but only the day before the general received an order from the department's leadership to prepare materials for initiating a criminal case.

All offices in Dmitry Mikhalchenko's holding were also tapped by security officers, and this did not require the involvement of additional technical resources of the Lubyanka - the operatives gained access to the means of objective control established back in 2010 at the direction of the head of the Forum holding himself.

According to a source in the FSB, during the final stage of the development of Mikhalchenko, his negotiations were established regarding the implementation of a project for the construction of an energy bridge in Crimea under a state contract worth 47 billion rubles, concluded between the Ministry of Energy and a subsidiary of FGC UES - JSC Center for Engineering and Construction Management of UES ".

“In October 2015, the CIUS UES began work; by the end of the year, a little more than 8 billion rubles were received. The money was to be spent on the supply of equipment and construction and installation work ( construction and installation work. — ​A. S.). Mikhalchenko discussed Goncharov and Zaragatsky. But according to a source in the FSB, they did not develop Mikhalchenko for involvement in the theft of funds for the construction of the energy bridge: the first political project after the annexation of the peninsula was not supposed to end in criminal cases.

In January 2016, Dmitry Mikhalchenko himself presented an alternative to the security forces, declaring his desire to replenish the stocks of the Buddha Bar restaurant that belonged to him with a batch of collection wines and cognac. For this, according to a businessman familiar with Mikhalchenko, the head of the "Forum" holding usually turned to numerous customs brokers who "considered it an honor to bring something to Dmitry Pavlovich."

However, over the past six months, St. Petersburg has been shaken by scandals related to the importation of expensive goods through the customs borders under false declarations: a plane with smartphones was detained in Pulkovo, and consignments of branded clothing were arrested in the port of Ust-Luga. Market participants, who usually fulfilled any whim of Mikhalchenko, this time refused. But the billionaire, according to a friend, was not even stopped by appeals to postpone: "When he was told that now is not the right time for such tricks, he replied from the series: everyone is not allowed, but I can."

On behalf of Mikhalchenko, the head of the Forum holding security service Boris Korevsky met with the actual owner of Contrail Logistic North-West LLC Anatoly Kindzersky - at that time one of the largest carriers in the region (his company imported about 1,500 containers). Kindzersky, according to market participants, was known mainly due to the presence of a high-ranking relative in Rosneft and connections in the Federal Customs Service, which allowed his company to become an authorized economic operator with the right to file a customs declaration within a month after the actual import of goods.

Kindzersky, according to a source in the FSB, initially rejected the request, but was tempted by the promise to become the chief broker of the port of Bronka after the commissioning of all its capacities.

On March 25, FSB FSB officers detained Anatoly Kindzersky, the director of the South-East trading company Ilya Pichko, the head of the Forum holding security service Boris Korevsky and Dmitry Mikhalchenko on suspicion of alcohol smuggling: consignments of expensive wine and brandy were brought to the port of Ust-Luga under the guise of construction sealant.

Soon after Mikhalchenko's arrest, the then head of the presidential administration Sergei Ivanov, according to a source in the administration, made a remark to Yevgeny Murov during a Security Council meeting. In May, the director of the FSO, who had been with the president from the first days of his work, left the service and was subsequently appointed chairman of the board of directors of Transneft.

Since then, serious changes have taken place in the authorities, which in one way or another interacted with Dmitry Mikhalchenko: the head of the Federal Migration Service, Konstantin Romodanovsky, lost his post, and Andrei Belyaninov left as a result of a loud search of the FCS.

The rest were less fortunate: Deputy Chairman of the Board of FGC UES Valery Goncharov, while trying to fly abroad, was detained by FSB officers on suspicion of embezzlement of funds during the supply of equipment, Marat Oganesyan went to jail on suspicion of embezzlement of funds during the construction of Zenit Arena, General FSO Gennady Lopyrev (North Caucasus Department) was taken into custody on charges of accepting a large bribe, Andrei Kaminov and Stanislav Küner were detained on suspicion of organizing a criminal community.

Dmitry Mikhalchenko, who once opposed himself to the authority of Vladimir Kumarin, according to a source in the FSB, seems to be destined for his fate - to sit forever. In particular, the operatives of the 6th service of the Internal Security Service of the FSB, accompanying his criminal case, are already checking state contracts for the performance of dredging works in the port of Bronka.

In addition, a source in the FSB promises new detentions and resignations - next in line is the top manager of FGC UES (where, by the way, the head of the board is Murov Jr.), as well as officials of the Murmansk and Oryol regions.

The Federal Security Service of the Russian Federation (FSO) is a complex and highly classified structure. It differs radically from the 9th KGB Directorate. These differences are not only in the increased number of the Service, but also in the creation of new structures. If earlier 9, the management, when performing operational and other tasks necessary for security, turned to neighboring departments and services of the state security, today the FSO is a self-sufficient structure that has all the necessary units to perform tasks of any complexity.

Their activities affect processes both inside the country and outside Russia. Then from the closest ally of France, with whom plans were even made to seize the British colonies in India, Russia became the main enemy of Napoleon and entered the war with him. But the work of British special agents in the entourage of Alexander I was silent until the overthrow of the last Romanov. It is almost impossible for this to happen in modern Russia. The SBP is in charge of all financial flows of the President's inner circle, all negotiations and meetings. However, of course, the closest to the body is the Personal Protection Department, the legal successor 18th branch of the 1st section of the 9th KGB Security Directorate. Its tasks include not only the protection of the head of state, but also of his closest circle, relatives, people holding the highest posts in the country, and, of course, they also protect the first persons of foreign powers who are visiting Russia.

- Excellent physical shape and a high level of intelligence, education, - says the ULO officer Denis Govorin, - one of the most important criteria for the selection of employees. It is not necessary that the UFO employee must graduate from the corresponding educational institution of the FSO. We select people from other, completely different law enforcement agencies and structures. They are already undergoing retraining here. But this selection includes, in addition to the above-mentioned qualities - moral and psychological ... no, not a state, but an attitude towards the fulfillment of the tasks ahead.

According to the officers of the ULO FSO, knowledge of psychology in their work is the foundation without which no task can be completed.

- There is in our management such a concept as “diversion”, - continues Denis. - It denotes the refusal of the protected person from the bodyguard. Every year there is one such case. And it is not connected at all with a lack of skill or experience of the employee. You see, in our business there is no concept of personal space. That is, any person, when outsiders enter his personal space, gets nervous. And the employee, when the protected person goes “to the people”, is often forced to work closely, in the literal sense of the word, with the protected person. Accordingly, the employee must achieve the degree of protection from the protected that only very close people have. The ULO employee and the guarded person should always be, as they say, on the same "wavelength", in constant psychological contact with each other. If an employee causes irritation or even hostility in the guarded person for internal reasons that are not supported by any motive, then bodyguard no longer coped with its task. And ... his direct superior. Since it is he who is responsible not only for security, but also for the coincidence of the psychotypes of the employee and the protected person.

According to the FSO employees, there are several rules in the selection of bodyguards and protected persons for each other. The main rule of their work is not to interfere with the one you are protecting. That is, to achieve that "closeness" in which the guarded person does not get nervous when violating personal space and at the same time does not notice the presence of a bodyguard during important negotiations or at meetings, but knows subconsciously that his life and health are out of danger. An officer of the UFO should become, as the officers say, "the shadow of the object", which is constantly present in his life. An employee should not be the first to start a conversation, impose a smile and a direction of movement, should not smoke, with rare exceptions, always be clean-shaven, neatly cut, dressed, do not use perfume or deodorant, as a foreign smell can irritate the guarded person or his interlocutors and guests however, sweat odor or other foreign odor must be avoided. Many members of the government sleep 4 hours a day, which means that an employee of the ULO FSO sleeps 2-3 hours, as it is necessary to prepare for the plans of the protected person. The solution of related issues from table setting, personal diagnostics of food and drinks, to ordering tickets to the theater also falls on the shoulders of the employee. But all this is only the first stage of the work of an employee of the ULO FSO.

- On the "assignment" of the ULO staff, depending on the situation, there may be completely different types of weapons - from a combat knife to a machine gun, continues Denis Govorin. - At some meetings you have to take a knife, a pistol and a submachine gun or other automatic weapon.

Most of the weapons, according to the FSO officers, are made to order, "piece" - specifically for each employee, in some cases for a specific task. The weapon is worn secretly under clothes on special belts.

- All employees must be fluent in personal weapons, as well as know all types of weapons in service with the power structures of Russia and other countries, - says Denis. - However, if an employee is forced to apply it, it means in most cases that he made a serious mistake. After all, its main task is to exclude the very possibility of an attack ...

According to the internal rules, employees of the Department of the Federal Security Service, in any movement of the object of protection, develop a plan to ensure its safety. When organizing meetings or negotiations, a huge number of operational employees are involved in any city in Russia. They also have unlimited opportunities in terms of obtaining the necessary information.

- Operational information, technical means, computer diagnostics - all of this must be applied, checked and analyzed by a ULO employee while performing his tasks, - explains Denis. - When meeting in nature, you have to analyze the ballistic trajectories of a bullet from different shooting systems from different places. Geographic "scrapping" of the area is selected, where the probability of being hit by a bullet will be minimal - there the meeting, fishing, and horseback riding takes place. If an employee expects that one of the trajectories of a bullet can pass through a flower bed, forest hedge and other obstacles of natural origin, armor plates are secretly installed there. In general, each trip of top officials is a whole range of measures to protect it, from collecting operational information to developing a route using computer diagnostics.

Western films often show moments when Presidents are covered by guards with their bodies. For everyone, these people are heroes. But UFO officers see this as poor quality work. If an employee allowed the President to shoot, the shoe flew and hit him, as was the case with the American President or something like that, he is clearly out of place.

- I am not so categorical towards Western colleagues, - says Denis, - such an incident is not always the fault of only one member of the bodyguard. After all, this is a whole chain of events. Agents, colleagues of the employee, were to conduct an analysis of those at the press conference on his orders. They had to watch for sudden movements and be ready. But apparently those people who were responsible for "working with the press" did not closely monitor the situation. We would have given a warning to a person at the moment when he would just bend over to the boot.

ULO FSO never reports on real cases of prevention of provocations. Everything that gets into the media - information about the impending assassination attempts on Putin in 2000 and later - does not always correspond to reality. Sometimes the facts about the averted attempts are provided in the media intentionally - in order to avoid an international scandal when a criminal is caught outside the country and in a number of other special cases.
