The Ministry of Industry and Trade announced on Tuesday that a special investment contract had been signed for the construction of a Mercedes-Benz passenger car plant in the Moscow region.

Under its terms, Daimler will build a full cycle car plant (welding, painting, assembly) on the territory of the Esipovo industrial park with a design capacity of over 20,000 cars per year. The start of serial production is scheduled for 2019. Investments will amount to at least 15 billion rubles, according to the Ministry of Industry and Trade. More than 250 million euros are expected to be invested, Daimler said in a statement. Mercedes-Benz SUVs and E-klasse sedan will be produced. A source close to one of the parties adds that the new plant will produce three crossover models and one sedan.

The document was signed between the Russian Federation (represented by the Ministry of Industry and Trade), Mercedes-Benz Rus (100% subsidiary of Daimler), the government of the Moscow region, the Peshkovskoye settlement of the Solnechnogorsk district of the Moscow region, as well as involved parties - Daimler AG, Kamaz , "Daimler Kamaz Rus "(a parity joint venture, produces trucks in Tatarstan) and Mercedes-Benz Manufacturing Rus.

For several years Daimler has been deciding on the site for its plant, negotiations were also going on with Moscow and St. Petersburg. The choice of the Moscow region is connected with the proximity to the largest regional market in Russia - the Moscow one - and the readiness of the government of the Moscow region to provide the investor with the maximum possible benefits, explains the source of Vedomosti.

The officials promise to "facilitate the implementation of the project by providing measures of state support and creating a preferential tax regime." In particular, the company will have a zero rate on property for the duration of the contract, says a person close to one of the participants in the investment contract. But under the conditions for obtaining a zero rate of income tax, which can be claimed by participants in investment contracts, Mercedes-Benz Rus does not fall under the conditions for generating most of the proceeds not from production, but from retail sales, the source says. Representatives of the Ministry of Industry and Trade and Mercedes-Benz Rus did not comment on this.

Daimler's competitors have already started production of premium cars in Russia, but in a large-knot manner: the VW group assembles Audi at the facilities of its plant in Kaluga, and BMW at the facilities of Avtotor. The Minister of Industry and Trade of the Russian Federation Denis Manturov, who was present at the ceremony of laying the first stone, noted that the arrival of such a large investor and his implementation of plans for the production of new cars in Russia speaks of the stabilization of the Russian market and the growth of consumer confidence.

The Governor of the Moscow Region, Andrei Vorobyov, assured that the forges of personnel for "Moskovia" have already been prepared: these are the "Moscow Region" college in Klin and the Ramensk Road Construction Technical School. Employees will be invited to the plant at the end of 2017, and residents of the Moscow region will receive an advantage in hiring.

The passenger car plant will be located in the Esipovo industrial park on a land plot of about 85 hectares. A full-cycle production will be created here, including the localization of such operations as welding, painting and assembly of cars. On the territory of the plant there will be warehouses, parking for cargo trailers, and logistics will also be carried out. Automatic self-propelled carts will run around the enterprise, delivering components to sections of the assembly line throughout the workshop.

The Moskovia plant will become part of a single global network covering all production sites of the Mercedes-Benz brand, which allows remote access and, if necessary, reprogramming of equipment and robots.

Today, in the Esipovo industrial park near Moscow, the first stone was laid in the foundation of the Moskovia plant, where the German company is going to produce cars. The work of recruiting and training personnel for the new enterprise will soon begin to boil.

After years of deliberation, Daimler announced this winter that a plant in Russia will still be built. Now, just four months after the official announcement of intentions, the groundbreaking ceremony for the future enterprise took place.

The plant will be built under the so-called special investment contract (SPIC) within the framework of the RF Government decree No. 708 dated July 16, 2015. The essence of the SPIC is that it is between the Russian government and the investor, while the latter guarantees the investment of money (at least 750 million rubles) and the creation of jobs, and the Russian side promises him incentive measures and stable business conditions. This means that the Daimler concern will not be included in the industrial assembly program, which is used by the majority of "foreign" car factories in Russia.

For the new plant, the government of the Moscow region allocated the territory of a former military town in the Solnechnogorsk district of the Moscow region, which is about 40 kilometers northwest of the capital (closer to the main sales market, not otherwise). Now this area is called the Esipovo industrial park. The site is located in the middle of a forest a couple of kilometers from the Leningradskoe highway. Now there is only bare asphalt, but the development of an area of \u200b\u200b85 hectares has already begun: a road has been laid, construction equipment is being pulled up. Workshops for welding and painting of bodies, an assembly workshop and warehouses will be built here. The total area of \u200b\u200bbuildings is 95 thousand square meters. In addition, the government has already reserved additional area in the neighborhood in case the plant expands.

Daimler will invest in the construction of the Russian enterprise 20 times more than the minimum norm - 15 billion rubles (over $ 250 million at the current exchange rate). The number of personnel will be 1000 people, not counting the alleged subcontractors and future suppliers, which, however, are not yet available. By the way, the joint venture Daimler KAMAZ Rus and KAMAZ itself (Mercedes-Benz trucks have been produced in Naberezhnye Chelny since 2010) became the co-founders of the newly created company Mercedes-Benz Manufacturing Rus, which will own the future Russian plant.

The capacity of the plant in Esipovo has not been disclosed, but, according to previously announced unofficial data, it will amount to about 20-30 thousand vehicles per year. At the same time, Daimler emphasizes that production will be very flexible. Components will begin to come from Europe and America: all logistics chains come to Germany, and from there the containers will be sent to the central warehouse in St. Petersburg. Although the ever-busy Leningradskoye Highway does not look like the best channel for supplying the plant.

The start of production is scheduled for 2019. Esipovo will start producing Mercedes E-class sedans, mid-size GLC crossovers, as well as full-size GLE and GLS SUVs (of the next generations). Last year, about 20 thousand buyers found these four models. The pet of Russian officials, the Mercedes S-class, is not planned to be produced in Russia. Actually, the Russian-assembled cars will not be designed exclusively for public procurement: most of them will be available for sale.

Let us remind you that Daimler was the last of the “big German three” to decide on the production of passenger cars in Russia. Audi cars are assembled in Kaluga using the SKD screwdriver method, and BMWs are produced at the Kaliningrad Avtotor using the MKD fine-knot technology. Moreover, localized cars of these brands are sold at great discounts and therefore are popular. The main question about how the prices for Mercedes will change after the start of the Russian assembly remains unanswered.

In the Solnechnogorsk region, in Episovo, 40 kilometers from Moscow along the Leningradskoye highway, the construction of a large plant for the production of wheeled vehicles of JSC Mercedes-Benz RUS has started.
