With the advent of Rosagroleasing, agrarian experts rang out all the bells in horror: the country created ideal conditions for theft and monopolization of the financial leasing market, they were indignant. According to official data, during the reign of Elena Borisovna Skrynnik, only 32% of all equipment purchased by the Ministry of Agriculture was purchased directly from manufacturers, the rest (68%) was purchased through intermediaries who enriched themselves on this and enriched officials who received at least 20 30 percent kickbacks.

In the area of procurement, the Skrynnik estate was not limited to any recommendation lists, they themselves chose their suppliers along with their products, and set the price themselves.

But in 2009, Elena Borisovna had to leave such a successful business: she was called by the state service. Skrynnik was appointed Minister of Agriculture of the Russian Federation (by the way, she became the first and remained the last woman in this post!) And held this position until the spring of 2012.

The peak of her career came during the presidency of Medvedev. After Putin's return, a corruption scandal began: the Accounts Chamber decided to check the activities of Rosagroleasing before its privatization. And right there in the media there was information about the possible involvement of Skrynnik in the theft of billions of dollars in budget funds.

The Accounts Chamber came with an audit for a reason - the privatization of Rosagroleasing was planned for the end of 2012. But Stepashin promised that first they would thoroughly count everything there, and then they would hand over state property to private hands - and the sale was postponed until 2016.

“And it’s good that we moved it - let them see what they did there. This is a matter of principle,” Skrynnik added optimistically at a meeting with journalists.

After the first accusations against her, Elena Borisovna, of course, denied everything, she said that when she worked at Rosagroleasing, it was simply impossible to steal money from the state corporation, because everything was transparent there, that all questions about dubious transactions should be addressed Viktor Zubkov, who headed the board of directors of the company after its departure.
