Types of estimated norms. Types of estimated standards. Types of estimated documentation

Represent a generalized name of all estimated norms, rates and prices that are collected in individual collections. Estimated standards along with the rules that are guidance to carry out construction work, serve as a basis for the formation of the estimated cost of construction and restoration of buildings.

Estimated norms - This is a complex of resources (the time of functioning of building machines, the need for materials, etc.), which is installed on the meter of construction, assembly or other works.

Estimated norms are needed to determine the normative number of resources that are required to perform a certain type of work, which is the basis for the transition to valuable indicators.

Estimated norms suggest work in uncomplicated conditions. If such take place, then besides the estimated norms, the coefficients taken from the collections of standards are used.

Distinguish such Types of estimated standards: State federal estimated standards (GFSN), production and sectoral estimated standards (POS), introduced by ministries, estimated standards operating in the territory of a certain region (TSN), tradeflary regulations (FSN), which take into account the specific organization of departmental subordination.

Slugwhich uses the estimator is selected, based on customer requirements for the use of certain standards. Private cases allow you to establish the customer and the Contractor agreement on the rates. Usually the customer applies federal or territorial standards, less often - industry norms and branded.

Federal standards in the regions are adjusted on the basis of prices for local materials, so territorial, having amendments to local conditions, use more convenient.

Now in Russia there are different Estimated norms and rules. Gasna (state element estimated norms) of 2001 is used to develop local estrucial resource method. Fents (federal unit rates) of 2001 indicate Costs For works that are the basis for creating local estimates by the basic-index method on the objects financed by the state.

The main indicator of the cost of work is direct expenses (PZ), which include the cipher, the name of the work or costs, units of measurement, the cost of work per unit of measurement.

The PZ is calculated by the formula where the wages of workers who do not manage machines (ZP) are summed up, the cost of operation of the machines (EM), the wages of workers who manage machines (ZPM), the cost of material resources (MAT). Elemental estimated norms (ESN) that are component SNIPOVallow you to justify all costs for each PZ line. In addition, the rates are unaccounted resources that are not in the PZ, but must be taken into account in the estimate.

Teres 2001, structurally similar to ferama, are used for local estimates if funding comes from the local budget.

Moscow territorial estimated standards of 1998 (MTSN 81-98), developed at the price level of the 1998 capital, are used for local estimates if financing is carried out from the Moscow budget.

Territorial estimated norms of 2001 (TSN-2001) are structurally similar to MTSN 81-98. TSN-2001 developed at the price level of Moscow 2001, have the same application as MTSN 81-98.

Recalculation coefficients (KP) make it possible to make the calculation of the estimate at current prices. They are used according to certain prices and by types of work, which depends on the regulatory framework used.

Types of collections of single rates. Their value and scope of application. Costs included in Ter (Fer)

A unit price determines the magnitude of the estimated direct cost per unit volume of work.

The EP collections are an integral part of the pricing system and the estimated rationing in the construction operating in the territory of the Russian Federation.
The EP collections are developed in the basic price level as of January 1, 2000.

Federal collections of single rates (FER)Developed for the country's base area (Moscow region) are approved and introduced by the Russian State Building.

Territorial collections of single rates (ter)The territorial formations of the Russian Federation are being developed and are subject to administrations of the constituent entities of the Russian Federation, they are examined and registered to the Russian State Affairs, after which they are incorporated into the list of existing regulatory documents in construction. Collections of ter serve to compile estimated documentation for the construction, carried out in the respective administrative and territorial regions of the country. In its composition, they contain the EP on the types of work performed in the region.

Industry collections of single rates (OER)developed for specialized types of construction (energy, transport, water management, mining, gas pipelines, communication, individual types of industrial facilities, etc.) under the program agreed with the Russian State Building, are approved by the Ministry of the Russian Federation, other federal executive bodies and industry structures, after which they are included in the list of existing regulatory documents in construction.

Each EP collection contains a technical part that is divided into sections: General instructions, rules for calculating the volume of work, coefficients to EP, tables with single rates.

Single rates are reduced to the tables and contain the following indicators on the design meter adopted in them:

· The cost of paying the work of workers (except for the cost of labor taken into account in the cost of the operation of construction machines) as of 01.01.00;

the cost of operation of construction machines, including the remuneration of workers serving machines;

· The cost of materials, products and structures (except for materials, structures and products, whose characteristics in the compilation of the estimate is made according to project data);

the rate of consumption of materials (in natural indicators), the value of which is not taken into account in a single rated price;

· Names and, as a rule, the rate of consumption of materials, products and structures, the characteristics of which is taken in the preparation of the estimate of the project data.

Estimated standards. Elemental and enlarged estimated standards

Estimated standards are the generalized name of the complex of estimated norms, rates and prices, combined into separate collections. Together with the rules and provisions containing the necessary requirements, they serve as the basis for determining the estimated cost of construction.

To element Estimated standards include government element estimated norms (GESN-2001) and individual elemental estimated norms, as well as norms by types of work.

To enlarged estimated standards include:

estimated standards, expressed as a percentage , among other things: standards of overhead; rattles of estimated profit; estimated norms of additional costs in the production of construction and installation work in winter; estimated costs of costs for the construction of temporary buildings and structures; indices change the cost of construction and design and design work, installed to the basic price level; Standards for the maintenance of the customer service (technical supervision)

enlarged estimated standards and indicators , including: enlarged indicators of the basic value of construction (ODBS), integrated indicators of the basic value by types of work (BP FEBS), collections of value indicators for types of work (collections of PVR), integrated resource standards (URN) and integrated resource indicators (UPR) on certain types of construction, enlarged indicators of the estimated value (USS); Price lists on the consumer unit of construction products (PPE); Price lists for the construction of buildings and structures; estimated costs of costs for equipment and inventory of public and administrative buildings (NIAAs), estimated costs of the cost of the tool and inventory of industrial buildings (NIPZ); Indicators for facilities analogues;

Types of estimated standards and rates

Estimated standards are divided into the following types:

state (federal) estimated standards and rates - GSN, GESN, Fer

The state estimated standards include estimated standards that are part of the current construction standards and rules of the Russian Federation and the state bodies for construction (the Department of Construction of the Ministry of Industry and Economics (8 groups of subgroups 81, 82 and 83 "Documents for Economics"). They are used for All sectors of the national economy are mandatory for use in the construction of objects using federal budget.

The current pricing system and estimated rationing system in construction (2001) includes the estimated standards necessary to determine the estimated cost of construction.

Estimated standards are the generalized name of the complex of estimated norms, rates and prices, combined into separate collections.

Estimated standards are divided into the following types:

State;

Sectoral;

Territorial;

Branded;

Individual.

State estimated regulations include estimated standards for construction throughout the Russian Federation.

Industry estimated standards include estimated standards introduced for the construction carried out within the relevant industry.

Territorial standards include estimated standards introduced for the construction carried out on the territory of the relevant subject of the Russian Federation.

The proprietary regulations or their own regulatory framework of the user include estimated standards that take into account the real conditions of activity of a particular organization - the manufacturer of work. This regulatory framework is based on state, sectoral or territorial level standards, taking into account the characteristics and specialization of the contracting organization.

In the absence of estimated estimates and rates of individual standards for the provisions on the draft work technologies envisaged in the project, the development of appropriate individual estimated rates and single rates, which are approved by the Customer (Investor) as part of the project (work project).

3.1. State element estimated norms (GESN-2001).

Government element estimates (GESN) are intended:

1) to determine the composition and need for material and technical and labor resources necessary to carry out construction and installation work;

2) are used to determine the estimated cost of construction by the resource method;

3) to develop single rates;

4) to develop enlarged estimated standards.

Resource indicators obtained on the basis of GESN are used in the development of construction organization projects (POS) and work projects (PPR), to determine the duration of work, and can also serve as the basis for the production rates of the consumption of materials and their write-off.

The composition of state element estimates includes:

Collections of GESN for construction and special construction work;

Collections of GESNR for repair and construction work;

Collections of GESNM on the installation of equipment;

Collections of GESNP for commissioning.

The GESN collections contain a technical part, the spreadsheet table. In technical parts, indications are given on the procedure for applying collectors of estimated norms, coefficients to estimated standards that take into account the conditions for the production of work, as well as rules for calculating the scope of work.

The GESN tables contain the following regulatory indicators:

Labor costs of workers builders in person;

Average discharge of work;

Labor costs of machinists in the person;

The composition and duration of the operation of building machines and mechanisms in Masha.-h.;

The list of materials, products, structures used in the process of manufacturing work and their consumption in physical (natural) units of measurement.

Lecture 6.

3.2. Collections of single rates.

Collections of single rates are designed to determine direct costs in compiling the local estimates of the basic-index method and the development of enlarged estimated standards on the design and types of work.

In terms of application, single rates are divided into:

Federal (far);

Industry (Aer);

Territorial (ter).

Forers comprise a complete set of rates for types of work performed on the territory of the Russian Federation, and are developed mainly for the first base area (Moscow region). They can be used for other territorial areas with appropriate amendments.

Industry collections of single rates are developed for specialized types of construction (energy, transport, water management, gas pipelines, communication, individual types of industrial facilities, etc.).

In the territorial collections of single rates include single rates tied to local construction conditions, which are used in construction within the administrative education territory of the Russian Federation (region, region, edge).

The basis for the development of single rates in the basic price level serve:

Element estimated norms on the design and types of work;

Estimated norms and rates for the operation of building machines;

Estimated prices for building materials, products and structures.

Collections of single rates contain a technical part and a table of rates.

In the technical part, information is placed on the procedure for applying rates, rules for the calculation of work volumes and coefficients that take into account the production of work in conditions different from those accepted in the rates.

In the tables, the following indicators are given in the tables to the corresponding meter of the structural element or type of work:

1. Rates in direct costs, including:

Payment of work of workers builders;

Operation of machines with allocating remuneration of workers serving machines;

Materials.

2. The cost of labor of workers builders.

3. The cost of labor workers serving machines.

In single rates, the cost of materials may not be taken into account. Such a price is called open (the rest - closed). In this case, under the name of the works and structures, the name and characteristic of the materials unaccounted by rates, and in the column "Materials" indicates their consumption per unit of measurement of work, or it is worth the letter "P". This means that their number is considered by the project. The cost of the materials unaccounted in the rates is determined by "territorial collections of estimated prices for materials, products and structures" (TCC) and is given in the estimates of individual lines.

Numbering, name and units of measurement in the EP collections coincide with the numbering, name, and units of measurement of similar tables of state element estimates on the construction work of GESN-2001.

Direct costs of dismantling of individual structures of buildings and structures, as well as dismantling internal sanitary and technical devices and external networks in the absence of necessary single rates for dismantling (disassembly) It is recommended to determine on the appropriate collections of single rates for installation (installation, device) without taking into account the value of the main materials , products and structures, sanitary equipment, devices, fittings and pipelines, using labor costs, workers' costs and labor costs, including wages of workers serving machines, the following coefficients:

a) when dismantling precast concrete and concrete structures - 0.8;

b) the same, prefabricated wooden structures - 0.8;

c) the same, internal sanitary and technical devices (water supply, sewage, drain, heating, ventilation) - 0.4;

d) the same, external networks of water supply, sewage, heat supply and gas supply - 0.6;

e) the same, metal structures:

0.6 - to the main salary of workers;

0.7 - to the operational costs of machines, including wages of workers serving machines;

0.5 - to the costs of auxiliary materials.

These coefficients are applied directly in local estimates at prices.

In determining the cost of construction work, absent in collections of single rates of 2001, the use of rates of Eroer-84, calculated at the price level on January 1, 1984, is allowed. These rates taking into account territorial salary deviations apply to the correction coefficients:

To the wage of workers - 18.85;

To the cost of operating machines - 20.37;

To the cost of materials - 21.76.

3.3. The conduit collection of medium estimated prices for materials, products and structures (TSC 81-01-2001).

The territorial collection of medium estimated prices for materials, products and structures used in the Chelyabinsk region consists of five parts:

part I "Materials for general construction work";

part II "Building Constructions and Details";

part III "Materials and Products for Sanitary Works";

part IV "Concrete, reinforced concrete and ceramic products. Nonmetallic materials. Commodity concrete and solutions ";

part V "Materials, Products and Designs for Mounting and Special Construction Works".

They present the average estimated prices for materials, products and structures, which are intended to determine the estimated cost of construction and installation (repair and construction) works and are used in the preparation of estimated documentation for the construction of enterprises, buildings and structures, as well as when developing single rates for designs. and types of work in the 2001 base.

Middle estimated prices determine the normative amount of costs (rubles) on materials, products and structures Franco-primitive warehouse on a set unit of measurement.

Vacations are determined on the basis of the average established and registered price level in the Chelyabinsk region as of 1.01.2000.

    Sectoral estimated standards (OSN)

    Territorial estimated standards (TSN)

    Branded estimated standards (FSN)

    Individual estimated standards - when there are no regulations in existing collections for the work technology adopted in the project.

Still estimated standards are divided into:

Elemental

Enlarged (they are expressed either in% or in monetary terms for a certain amount of work)

Enlarged estimated standards - standards of overhead; rattles of estimated profit; costs of costs in the production of work in winter; costs of costs for the construction of temporary buildings and structures; indices change the cost of construction and design and design work; enlarged indicators of the basic value of construction (ODBS); enlarged indicators of estimated value (USS); Price lists on the consumer unit of construction products; estimated costs of costs for equipment, inventory, public buildings, industrial buildings; Indicators for objects Analogs.

Collections of state element estimated norms (GSN)

Rules of coefficients to estimated standards and rules for calculating the volume of workact only to the rates, in the collections of which they are given.

The GES table contains the following regulatory indicators:

    Workers' costs (builders, installers), person-hour

    Medium discharge of work

    Labor cost of the driver, person

    Composition and duration of the operation of building machines, mechanisms, devices ..., Mash-hour

    List of materials, products and structures used in the production process and their consumption in physical units of measurement

Federal single rates

Federal unit rates contain a complete set of rates for types of work performed on the territory of the Russian Federation and they have developed in the basic price level for the first territorial area. Contains:

Labor costs

The cost of operation of the machine, including the remuneration of workers serving machines

Cost of materials, structures and products

Estimated cost - The amount of funds necessary for the construction of construction, in accordance with the design materials. It is the basis for determining the size of capital investments, financing construction, the formation of contractual prices for construction products, calculations for the work performed and reimbursement of other costs provided by the consolidated estimated calculation.

Lecture 4 - 03/20/12

Types of estimated documentation

Local estimates - The document is drawn up on certain types of work and costs of the buildings and structures or on all-wide work, based on the volumes of the work on the development of workual documentation.

Local estimates are drawn up:

    On buildings and facilities. Construction work, special construction work, domestic sanitary and technical, internal electricity, electric power plants, installation and acquisition of equipment, low-voltage devices, acquisition of furniture, inventory, etc.

    According to revolving works: vertical layout, device of engineering networks, paths, roads, landscaping, small architectural forms, when designing complex buildings and structures carried out by several design organizations, it is allowed to draw up the same type of work of two or more local estimates. Works in the local estimate can be driven at two levels:

Basis Level (2001)

Current level

The cost determined by the local estimate includes direct costs (material, labor, s / n working and machinery, technical), overhead, estimated profits.

As part of direct costs, individual lines may take into account the difference in the cost of electricity obtained from mobile power plants, compared with the cost of electricity to the energy systems of Russia. In cases where, in accordance with the design solutions, the design or demolition of a building or structure, and designs and materials are suitable for further use, then for the result of the local estimates, returned amounts are given that take into account the costs of demolition-demolition and the cost of implementing these materials.

The cost of materials obtained in the order of passing production (stone, crushed stone, forest, sand ...) are taken into account in the prevailing region. When performing certain types of work in accordance with technology, individual materials are used several times (formwork, fastening) in the case when it is impossible to achieve a normative number of revolutions of the norm, it is adjusted and a justification is provided.

The cost of equipment, furniture and inventory is included in the local estimate, when using equipment, which is listed on the balance sheet, but suitable in further operation, only disassembling and re-installation provides for the basis, and for the result, the estimates show its balance sheet value.

The numbering of the local estimate is performed: the first 2 digits correspond to the head number of the consolidated estimated calculation. The line number in the chapter is the following two digits, the following 2 digits - the sequence number of the local estimate.

resultscalculations and final data in local estimate, rounded to whole rubles!

Locally estimated calculation : Also, as in local, but the local estimate should be closed and signed (changes can not be made), and in the locally estimate calculation you can make additional lines, due to the refinement.

Obligation

Combines data from local estimates on the object. On the basis of object estimates, a contract price may be formed. They constitute it in the current level of prices corresponding to the breakdown section "Construction work", "Installation work", equipment, furniture and equipment and other costs. The object estimate includes funds for the coating of limited costs: the increase in the cost of work performed in winter, the cost of temporary buildings and structures, the cost of unforeseen costs in coordination with the customer. If the cost is determined by 1 local estimate, the object is not compiled.

As a result, indicators of a single cost per 1 m 3 volume, m 2 of the area of \u200b\u200bthe building, the length of networks, etc.

The objects of the object rate are made up of the first four digits. Normer in order is not put. Final numbers - in thousands of rubles, with rounding up to 2 decimal sign.

Opportal calculation .

All the same as in local estimates + 2 item.

Consolidated estimated calculation

If a housing campaign is built, the consolidated-estimated calculation consists of 9 chapters, and if the production calculation is 12 chapters.
