1. To form a Council under the President of the Russian Federation on Strategic Development and Priority Projects.

1. The Council under the President of the Russian Federation on Strategic Development and Priority Projects (hereinafter referred to as the Council) is a deliberative body under the President of the Russian Federation, educated in order to ensure the interaction of federal state bodies, public authorities of the constituent entities of the Russian Federation, local governments, public associations, Scientific and other organizations when considering issues related to the strategic development of the Russian Federation and the implementation of priority projects.

2. The Council in its activities is guided by the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, as well as this Regulation.

4. The main tasks of the Council are:

c) coordination of the activities of federal state authorities, state authorities of the constituent entities of the Russian Federation, local governments, expert and business communities when considering issues related to the implementation of priority projects and programs;

d) analysis and assessment of the implementation of priority projects and programs, preparation of proposals to the President of the Russian Federation to improve activities in the respective areas, as well as on the development of advanced methods for targeted and project management;

e) Organization of monitoring achieving goals, priority areas and indicators in the main directions of the strategic development of the Russian Federation, including in the field of socio-economic policy, as well as the implementation of priority projects and programs.

5. The Council to solve the tasks assigned to it has the right to:

a) request and obtain in the prescribed manner necessary materials from the federal state authorities, state authorities of the constituent entities of the Russian Federation, local governments, public associations, scientific and other organizations, as well as from officials;

b) hear at their meetings officials of federal state authorities, state authorities of the constituent entities of the Russian Federation, local governments, representatives of public associations, scientific and other organizations;

c) involve in the prescribed manner for the implementation of information and analytical and expert work, scientific and other organizations, as well as scientists and specialists;

d) enjoy government banks in the prescribed manner.

8. Presidium of the Council:

b) forms a list of priority projects and programs, evaluates their implementation;

c) makes decisions on the start and completion (including early) implementation of priority projects and programs, approves significant interim and final results of their implementation, and also makes changes to priority projects and programs;

d) forms the management bodies of priority projects and programs in accordance with the requirements established by the Government of the Russian Federation;

e) monitors the implementation of priority projects and programs, as well as assessing the achievement of key project activities;

e) performs other functions assigned to the Presidium of the Council in accordance with the regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

g) coordinates the activities of the federal state authorities, the state authorities of the constituent entities of the Russian Federation and organizations on issues related to the competence of the Council and the Presidium of the Council;

h) creates in accordance with the tasks assigned to the Council for analytical and expert work temporary workgroups from among the members of the Council, as well as from among the representatives of the authorities and organizations that are not part of the Council;

and) determines the areas of activity of the time working groups created, and also approves their managers and compositions;

k) solves the organizational and other issues related to the implementation of information and analytical and expert work relating to the implementation of priority projects and programs.

9. Preparation and organization of council meetings and the Presidium of the Council are carried out according to the responsible secretary of the Council and the responsible secretary of the Presidium of the Council.

Of course, we are not starting from scratch in this composition. Over the past two years, we not only launched priority projects and programs. We are actively working on their execution. However, new tasks require updating approaches to project activities, reformatting a number of positions, new work mechanisms.

What would you like to say at the beginning before we discuss the general issues of work on projects in the current period?

First, now the curators of national projects will be deputy chairmen of the government - each on their issues. The direct managers of projects are ministers, and they will bear personal responsibility for their implementation. In each ministry it is necessary to identify the Deputy Minister, which is responsible for the project work. It comes from the fact that colleagues have already done. I would like to be a generalized list to be presented, who in every particular ministry is responsible for work on national projects. Well, in the subjects of the Federation, the responsibility for the National Project falls on the leaders of the regions. In each subject it is planned to form a project office that will be engaged in the organization of project activities.

Secondly, we produce indicators of national projects. We define the results to which the control points should come to achieve them. All this needs to be done so that it is clear to people, be it building housing or city environment, support for small businesses or health care and so on.

Thirdly, national projects should be financed priority - precisely because it is priorities, that is, in the first place. To ensure this task, all project activities should be synchronized with the budget cycle. We have just spoken on this topic with colleagues at a meeting with the participation of Deputy Prime Ministers.

Today we will consider projects within the direction of "International Cooperation and Export". The president was tasked - to create in the basic sectors of the economy, primarily in the manufacturing industry and the agro-complex, high-performance export-oriented sector. In numbers - this is an increase in the volume of non-random non-energy exports to $ 250 billion by 2024. And up to 100 billion dollars - the export volume of services.

It is necessary to seriously work on the development of export opportunities. This is the industry, and the agrarian-industrial complex, and the scope of services. Among the priority measures - the cancellation of redundant requirements for licensing exports and requirements of currency control, which in excess exists also in some cases. Development based on the RosExport Center of the System "One Window" system, which will minimize the intervention of controlling structures. Creating and improving logistic infrastructure is primarily concerning exporting agricultural products.

According to the Russian Export Center estimates, to enter the stated positions, we need an annual volume of non-existent exports of about $ 50 billion. And this is impossible today without new investments, new industries, without the active participation of state institutions of development - I mean Vnesheconombank and other institutions.
