MinStroy Russia published on the safe use of natural gas in domestic conditions. 5.4. Primary instruction on the safe use of gas in everyday life is carried out in a technical office or a specially equipped placement of a gas distribution organization with the use of technical means, visual benefits (posters, layouts, video films, etc.) and existing gas equipment similar to the gas installed in consumers.

5.5. When translating the active gas-grade equipment from one type of gas fuel to another primary briefing can be carried out in rooms occupied on legal grounds of gas consumers, at the end of work.

5.6. Instructing the owners of individual balloon installations using liquefied hydrocarbon gases can be carried out by organizations implementing liquefied hydrocarbon gases in cylinders.

5.8. Persons who have passed primary instructions are registered in the journal of instructing in the instructor of gas consumers, the maintenance and storage of which carries out the gas distribution organization with which the Treaty on the maintenance of intrama gas equipment and emergency dispatching.

5.11. I. General provisions

1.1. Instructions for safe use of gas in the satisfaction of public utilities (hereinafter referred to as the instruction) was developed in accordance with the Decree of the Government of the Russian Federation of May 14, 2013 N 410 "On measures to ensure safety when using and maintaining intra-domestic gas equipment" (Meeting Legislation of the Russian Federation, 2013, N 21, Art. 2648; 2014, N 18, Art. 2187; 2015, N 37, Art. 5153; 2017, N 38, Art. 5628, N 42, Art. 6160).

1.2. The persons responsible for the safe use and content of the intrama gas equipment (hereinafter - the VDGO) and intra-quarter gas equipment (hereinafter - Vggo) are:

with respect to the LDGO in an apartment building - persons carrying out management of apartment buildings that provide services and (or) performing work on the maintenance and repair of common property in apartment buildings (including managing organizations, homeowners, housing cooperatives or other specialized consumer cooperatives) , while directly managed by an apartment house owners of premises in an apartment building - the owners of such premises or one of the owners of premises in such a house or another person who has authority certified by attorney issued by the owners of the premises in an apartment building;

in relation to the union of households - owners (users) of households;

with regard to VGOs - owners (users) of premises located in an apartment building in which such equipment is placed.

II. Instructing on the safe use of gas when satisfying utility domestic needs

2.1. In order to ensure the safe use of gas in the satisfaction of public utilities, the specialized organization with which the maintenance and repair agreement has been concluded and (or) of VKGO, conducts primary and repeated (regular) instruction on the safe use of gas when satisfying communal needs ( Further, respectively, the primary instruction, repeated (next) instruction):

with respect to a centrally apartment building - persons engaged in household houses providing services and (or) performing work on the maintenance and repair of common property in apartment buildings (including managers, partnerships of housing owners, housing cooperatives or other specialized consumer cooperatives) or their representatives, and if directly managed by an apartment building owners of premises in an apartment building - owners of such premises or one of the owners of premises in such a house or other person who has authority certified by attorney issued by the owners of the premises in an apartment building;

in relation to the lion in the household - owners (users) of households or their representatives;

regarding VKGO - owners (users) of premises located in an apartment building in which such equipment is placed or their representatives.

2.2. The primary briefing should be carried out after concluding with a specialized organization of the Treaty on the maintenance and repair of the LDA and (or) of VKGO. The fee for carrying out the primary briefing is not charged.

2.3. The primary briefing should be carried out by a specialized organization before performing work on the primary start-up of gas (including a cylinder with liquefied hydrocarbon gas (hereinafter - the SUG balloon) in a century and (or) of VKGO, as well as in the following cases:

before the establishment of owners (users) in the ownership of them (other legitimate basis), gasified residential premises, except for those in these persons of the document confirming the passage of the primary instruction;

when translating the active household gas-propelled equipment from one type of gas-like fuel to another;

when changing the type (species) of the domestic gas - spreading equipment used;

when translating the current household equipment for the purposes of digestive preparation, heating and (or) hot water supply from solid fuel (coal, firewood, peat) on gaseous.

2.4. The primary briefing should be carried out at the location of the LDGO and / or (or) employee of a specialized organization, relevant to the requirements established by the Rub's Rules in terms of safety when using and maintaining intracerer and intra-quarter gas equipment in the provision of a communal gas supply service approved by the Government Decree of the Russian Federation from May 14, 2013 N 410 (meeting of the legislation of the Russian Federation, 2013, N 21, Art. 2648; 2014, N 18, Art. 2187; 2015, N 37, Art. 5153; 2017, No. 38, Art. 5628; n 42, Art. 6160) (hereinafter referred to as the rules for the use of gas), with the use of technical means and the active household gas-grade equipment, including household gas-grade equipment with an organized tension of combustion products in the smoke channel.

2.6. Primary briefing should include the following information:

the limits of flammability and explosions of hydrocarbon gases (methane, propane, butane), physiological effect on the human hydrocarbon gases, as well as carbon dioxide and carbon monoxide;

composition and properties of gas combustion products, providing air inflows for full combustion of gas, efficient and cost-effective use of gas;

the order of attachment of household gas-grade equipment to smoke channels; device and operation of flue and ventilation channels; Checking the thrust in the flue and ventilation channels, the causes of its violation; the consequences of the work of household gas-grade equipment in violation of thrust in the flue and ventilation channels; Ventilation of the premises in which household gas-priming equipment is installed, the organization of work on verifying the state, cleaning and repairing flue and ventilation channels, content in proper condition;

procedure in the absence (violation) of thrust in the flue and ventilation channels; consequences of using the valve (chiebers) on the flue channels;

main technical specifications, principles of operation, general information about the device, design, appointment and composition of the LDGO and VGGO; Methods of accession and fastening of the LDGO and VGGO, safety rules when using and maintaining a LDGO and VGGO, Types of faults in the LDA and VGGO, the location of possible gas leaks, the causes of their occurrence, methods of detection;

actions when the faults are detected in the LDGU and VGG, the detection of leakage (smell) of the gas in the room, the triggering of the alarms or systems for controlling the size of the premises;

rules for the first aid for burns, frostbite (for balloon installations of SUG), poisoning, suffocation, electric shocks.

2.7. Persons who have passed primary briefings are registered in the primary instructional instruction journal on the safe use of gas in the satisfaction of communal domestic needs, the maintenance and storage of which is carried out by a specialized organization.

2.8. The person who has passed the primary briefing is issued a copy of the instructions, as well as a document confirming the passage of the primary briefing.

2.9. Repeated (regularly) briefing of the persons specified in paragraph 2.1 of the instructions should be carried out by a specialized organization with the next maintenance of the LDGO and (or) of VKGO. The fee for holding a repeated (next) briefing is not charged.

2.10. The owner (user) of household or dwelling in an apartment building or his representative, which has passed the primary or repeated (regular) instruction, must acquaint the requirements of the instructions of all persons permanently residing with him in the residential premises.

III. Rules of safe use of gas by persons carrying out enterprise apartment buildings providing services and (or) work on the maintenance and repair of common property in apartment buildings

3.1. Persons engaged in managing apartment buildings and (or) performing work on the maintenance and repair of common property in apartment buildings, it is necessary:

3.1.1. If the gas leakage is detected and the (or) triggering of the alarms or system of gas zagaznosts, perform the actions listed in Chapter V instructions.

3.1.2. Assign a person responsible for the safe use and content of the FDGU, which must undergo primary briefing with the use of technical means and the active household gas-grade equipment, including household gas-wide equipment with an organized branch of combustion products in the smoke channel.

3.1.3. Provide proper content of flue and ventilation channels, including independently (if there is a license issued in the manner prescribed by the Regulations on the licensing of installation, maintenance and repair activities of buildings and structures, approved by Decree of the Government of the Russian Federation of December 30, 2011 G. N 1225 (Meeting of the legislation of the Russian Federation, 2012, N 2, Art. 298; 2015, N 19, Art. 2820; 2017, N 42, Art. 6160) (hereinafter referred to), or under a contract with an organization having A license, timely and efficiently carry out the state and functioning of the flue and ventilation channels, the presence of traction, as well as, if necessary, cleaning and (or) repair of flue and ventilation channels (including channels of channels).

3.1.6. In the event of an improper state of smoke and (or) ventilation channels of an apartment building, immediately notify the owners (users) of premises in an apartment building about the inadmissibility of the use of household gas-grade equipment.

3.1.7. To ensure proper operation of the LDU.

3.1.8. Immediately inform the emergency-dispatch service of a gas distribution organization about the detection of the following violations:

the presence of gas leakage and (or) triggering of the alarms or systems for controlling the size of the premises;

3.1.9. 3.1.10. 3.1.11. Provide timely maintenance, repair, technical diagnostics and replacement of the LDGU and (or) VKGO.

3.1.14. 3.1.18. Provide air flow into the room in an apartment building, in which gas-grade equipment is installed in the extent. 3.1.19. Based on the Treaty on Maintenance and Repair of the LDA and / OR) of the VKGO and the Treaty on the Technical Diagnosing Treaty of the LDA and / or (or), to provide representatives of the specialized organization to access to the LDA, as well as to promote them access to VKGO in order to:

conducting preventive and unscheduled works aimed at the safe use of the inventory and (or) VKGO;

IV. Rules for safe use of gas by owners (users) of households in relation to the lifting and premises in apartment buildings in relation to VG

4. Owners (users) of households and premises in apartment buildings need:

4.1. Know and follow the instructions.

4.2. If the gas leakage is detected and the (or) triggering of the alarms or system of gas zagaznosts, perform the actions listed in Chapter V instructions.

4.3. Monitor the state of flue and ventilation channels, contain chimney cleaning pockets, check the presence of thrust to inclusion and during the operation of household gas-wide equipment.

4.7. Immediately report to the emergency dispatch service of a gas distribution organization about the discovery of the following facts:

the presence of gas leakage and (or) response of the alarms or systems for controlling the size of the premises;

lack or impairment of thrust in flue and ventilation channels;

suspension of gas supply without prior notice from a specialized organization or gas supplier;

unauthorized overlap of shut-off valves (cranes) located on gas pipelines that are part of the FDGO;

damage to the LDGO and (or) VKGO;

accident or other emergency emerging when using gas;

leaky through the lifting and (or) of the leakage currents, closure on the body of household gas-grade equipment and equalized currents.

4.8. Before entering the basements and cellar to the inclusion of the electrical displacement or ignition of the fire, make sure that there is no reason for the placement.

4.9. Provide during the deadlines established by federal laws, other regulatory legal acts of the Russian Federation, storage:

notifications (notices) of a specialized organization, gas supplier, prescriptions of the state housing supervisory authorities and bodies of municipal housing control;

technical documentation on the ESTN and (or) of VKGO, copies of which should be submitted in a timely manner at the request of a specialized organization, state housing supervisory authorities and bodies of municipal housing control;

treaty on maintenance and repair in a century and (or) VKGO, a contract for the technical diagnostics of the FNGO and (or) of the VKGO (if any), as well as acts of acceptance of the work performed (services rendered).

4.10. Provide timely maintenance, repair, technical diagnostics and replacement of the LDGU and (or) VKGO.

4.11. Timely take measures to fulfill the notifications (notices) of a specialized organization, as well as the prescriptions of the state housing supervision bodies and bodies of municipal housing controls in terms of compliance with the obligatory requirements for the availability of a contract for the maintenance and repair of the FNIG and (or) of the VKGO with a specialized organization, relevant requirements, Installed rules for using gas.

4.12. At any time of the day, ensuring unobstructed access to the premises in which the inventory and (or) of VKGO, employees of the emergency dispatch service of the gas distribution organization, as well as other emergency operational services in order to prevent, locate and eliminate accidents related to the use and content of the LDGO and (or) VKGO.

4.13. In the event of the upcoming absence of persons more than 24 hours in a room in an apartment building, close the shut-off valves (cranes), located on branches (omens) to household gas-grade equipment, except for the heating household gas-wide equipment, designed for continuous operation and equipped with appropriate automatic security.

4.14. 4.15. Provide the access of representatives of a specialized organization, a gas supplier to a century and (or) VKGO in order to:

carrying out maintenance, repair, installation, replacement, technical diagnostics of the inventory and (or) VKGO;

suspension of gas supply in cases stipulated by gas use rules, rules for the provision of utilities, gas supply rules.

4.16. Monitor the serviceability of household gas-wide equipment.

4.17. To ensure the proper technical condition of the LDGO and (or) of VKGO, gas metering devices and the safety of the seals installed on them.

4.20. Install (place) Furniture and other flammable items and materials at a safe distance from domestic gas-grade equipment in accordance with the requirements of fire safety standards.

4.21. Provide an air flow into the room in which the gas-grade equipment is installed, which is part of the inventory and / or (or) VK. At the same time, at the bottom of the door or wall, which goes into the adjacent room, it is necessary to provide a lattice or gap between the door and floor, as well as special supply devices in the outer walls or windows of the specified room.

V. Actions when a gas leakage is detected

5.1. When indoors (home ownership, apartment, stairwell, basement, cellar and other), gas leaks and (or) triggery of the alarms or systems for controlling the size of the premises are necessary to take the following measures:

immediately stop using household gas-wide equipment;

overlap the shut-off valves (cranes) on the household gas-grade equipment and on a branch (vacation) to it;

when placing a cylinder SUG inside home ownership or premises in an apartment building - additionally close the valve of the Sug Ballon valve;

immediately ensure the influx of air into the premises in which the gas leak is detected;

in order to prevent the appearance of the spark, do not include and do not turn off the electrical devices and equipment, including electric lighting, electrical connections, radio electronic communications (mobile phone and other);

do not light fire, do not smoke;

take measures to remove people from the ridden environment;

recoverate (subject to availability) about the precautionary measures of people in adjacent rooms in an apartment building, including in premises related to the common property of the owners of premises in an apartment building (in the entrance, corridor, stairwell and other);

leave the room in which the gas leak was detected, and go to a safe place, from where to report on the presence of gas leakage by phone in the emergency-dispatch service of the gas distribution organization (when calling from a mobile phone to dial 112, when calling from a stationary phone to type 04), as well as If necessary, other emergency operational services.

Vi. Rules for the treatment of the LDA and VKGO persons carrying out the management of apartment buildings providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, owners (users) of households and premises in apartment buildings

6. Persons engaged in the management of apartment buildings providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, owners (users) of households and premises in apartment buildings should not:

6.1. To perform actions on the installation of gas pipelines of gas consumption networks and their technological connection to the gas distribution network or other gas source, as well as on the connection of household gas-grade equipment to a gas pipeline or a reservoir, group or individual balloon installation of a South without compliance with the requirements provided by the legislation of the Russian Federation (unauthorized gasification);

6.18. Use open fire, turn on or off electrical appliances and equipment, including electric lighting, electric connections, radio electronic communications (mobile phone and other) in cases:

fulfillment of maintenance and repair work and (or) VKGO;

gas leak detection;

the triggering of the alarms or systems for controlling the size of the premises.

6.19. Limit representatives of a specialized organization, gas supplier access to a century and (or) in foreign objects (including furniture) for work, providing appropriate use and maintenance of the LDGO and (or) VKGO.

6.20. To use a century and (or) VKGO is not intended, including:

to give the room with household gas-grade equipment intended for cooking;

tie to gas pipelines that are part of the FDI and (or) VKGO, foreign items (ropes, cables and other);

use gas pipelines as supports or earthing;

6.34.4. The lack of timely verification of the state of the flue and ventilation channels.

6.34.5. Lack of hermetic compound of chimney from domestic gas-wide equipment with a smoke channel.

6.34.6. The presence of impaired integrity and density of brick masonry (the presence of cracks, destruction), the tightness of the flue and ventilation channels.
